W A 7 E R E N E R G Y I I f E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC U T I L I T I E 5 <br /> BOARD OF PUBLIC UTILITIES DATE: September 21, 2012 <br /> ITEM NO: 6 <br /> SUBJECT: CONSTRUCTION OF THE ORANGE STREET, WATKINS DRIVE AND MISSION INN <br /> AVENUE WATER MAIN REPLACEMENT PROJECTS <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of the capital expenditure in the amount of$560,000 to <br /> construct the Orange Street, Watkins Drive and Mission Inn Avenue Water Main Replacement Projects. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the capital expenditure of$560,000 for Work Order Nos. 1120005, <br /> 1120006 and 1120007,which includes all design and construction costs for the Orange Street,Watkins Drive <br /> and Mission Inn Avenue Water Main Replacement Projects. <br /> BACKGROUND: <br /> The work identified on Orange Street, Watkins Drive and Mission Inn Avenue will be constructed by the <br /> Riverside Public Utilities (RPU) Water Division's field forces. This project is part of RPU's ongoing water <br /> main replacement program to replace aging and undersized water mains and improve fire protection. In <br /> particular,the pipelines to be replaced as part of this project are undersized and have experienced numerous <br /> leaks over the past few years. <br /> The detailed project locations are shown on Attachment 1. The work on Orange Street will occur between <br /> Spruce Street and Russell Street and will generally entail the construction of approximately 400 linear feet of <br /> eight-inch ductile iron pipe,four water services and all other related fittings and appurtenances. The work on <br /> Watkins Drive will occur near the Interstate 215160 freeway ramps,and will generally entail the construction of <br /> approximately 200 linear feet of 12-inch ductile iron pipeline, one water service and all other related fittings <br /> and appurtenances. The work on Watkins Drive is within the Caltrans right-of-way, as well as the County of <br /> Riverside. Appropriate encroachment permits have been obtained from each of these agencies. The work <br /> on Mission Inn Avenue will occur between Brockton Avenue and Chestnut Street and will generally entail the <br /> construction of approximately 400 linear feet of twelve-inch ductile iron pipe, four water services, one fire <br /> hydrant, as well as all other necessary fittings and appurtenances. <br /> Once the new water pipelines are installed, RPU will be responsible for trench resurfacing. The trench <br /> resurfacing will be in accordance with Publics Works paving standards. Due to the relatively small size of the <br /> project areas,the trench resurfacing work will be performed by the Public Works Department Streets Division. <br /> However, if the backlog of Public Works Department Streets Division projects precludes the paving to occur <br /> on schedule,staff will solicit paving bids from RPU's Contractors' Panel. A budgetary estimate for the paving <br /> work has been included in this authorization. <br />
