W A T E R E N E R G y L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> I&M W& <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: September 21, 2012 <br /> ITEM NO: 4 <br /> SUBJECT: ADDITIONAL CONSULTING SERVICES FOR ELECTRIC SCADA SYSTEM <br /> HARDWARE AND SOFTWARE UPGRADES—WORK ORDER NO. 1024305 <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of additional funds in the amount of $254,000 for <br /> Work Order No.1024305 to provide expanded consulting services for the Electric Supervisory Control <br /> and Data Acquisition (SCADA) System Hardware and Software Upgrade Project. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve an additional capital expenditure of $250,400 for Work Order No.1024305 to provide <br /> expanded consulting services for the Electric Supervisory Control and Data Acquisition System <br /> Hardware and Software Upgrade Project; and <br /> 2. Approve an Amendment to the Supplemental Agreement with KEMA, Inc. of Anaheim, <br /> California, in the amount of$250,004 for the additional scope of consulting services. <br /> BACKGROUND: <br /> The Board of Public Utilities approved Work Order No.1024305 on July 1, 2411 for the capital <br /> expenditure of $230,000 for the Planning and Engineering, Consulting Services, and Training and Travel <br /> of the SCADA System Upgrade Project Phase 1 — Planning. Of this amount, the Board approved the <br /> award of Consulting Services to KEMA, Inc. in the amount of$160,050. KEMA's contract includes: <br /> 1. SCADA Upgrade Scope of Work (SOW) Development <br /> 2. Evaluation of Optional Functions and Alternatives <br /> 3. Training for Network Applications <br /> 4. Development of Riverside Standards <br /> 5. Implementation Support and <br /> 6. Network Modeling Verification and Tuning <br /> SCADA Upgrade Project contract negotiation is currently underway between the current SCADA vendor, <br /> Open System International (OSI) and Riverside Public Utilities (RPU). It is expected with the <br /> implementation of this project, RPU will be well positioned to meet more stringent North American <br /> Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) requirements as they <br /> become applicable to Distribution Providers. NERC is the electric reliability organization certified by the <br /> Federal Energy Regulatory Commission (FERC) to establish and enforce reliability standards for the bulk <br /> power system, <br />
