W A T E R E N E R G Y F <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: July 20, 2012 <br /> ITEM NO: 9 <br /> SUBJECT: CONSTRUCTION OF THE TENTH, TWELFTH AND CRIDGE STREETS BRIDGE <br /> WATERMAIN CROSSINGS PROJECT,UTILITY AGREEMENT NOS.21701,21700 AND <br /> 21218, AS PART OF THE STATE ROUTE 91 HOV LANE WIDENING PROJECT, BID <br /> NO.7047,WORKORDER NOS. 1112058, 1112057 AND 1112054;REIMBURSEMENT <br /> BY RCTC—AUTHORIZATION TO INCREASE CHANGE ORDER AUTHORITY <br /> ISSUES: <br /> That the Board of Public Utilities consider approval of: 1)an increase in change order authority in the amount <br /> of$300,000, for a total change order authority of$956,008; and 2) an additional capital expenditure in the <br /> amount of$388,000 for Work Order No. 1112057,for a total Work Order amount of$2,300,000,to complete <br /> construction of the Tenth, Twelfth and Cridge Streets Bridge Watermain Crossings Project, Bid No. 7047. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Authorize staff to issue change orders in an additional amount of $300,000 to the construction <br /> contract with Trautwein Construction, Inc (Bid No. 7047), with such changes reported to the <br /> Board at the conclusion of the project; and <br /> 2. Increase Work Order No. 1112057 by the amount of$388,000, for a total Work Order amount of <br /> $2,300,000. <br /> BACKGROUND: <br /> The State Route 91 HOV Lane Widening Project is currently under construction,with the State of California <br /> Department of Transportation (Caltrans) acting as the Construction Administrator and Riverside County <br /> Transportation Commission (RCTC) providing funding for the utility relocations. <br /> On February 17, 2012,the Riverside Board of Public Utilities awarded a contract to Trautwein Construction, <br /> Inc.,for the construction of three watermain relocations at Tenth,Twelfth and Cridge Streets Bridge crossings <br /> (Utility Agreement Nos. 21701, 21700 and 21218, respectively). <br /> The watermain relocations at each of these three bridges are currently under construction,with the Tenth and <br /> Cridge Street crossings nearing completion. However, the contractor has recently experienced significant <br /> unforeseen conditions at the Twelfth Street Bridge location. During tunneling of the 54-inch diameter steel <br /> casing, at about 35 feet below the street surface,the surrounding loose soil collapsed around the contractors <br /> Tunnel Boring Machine(TBM),This unforeseen soil condition has caused the TBM to become immobile and <br /> non-operational. <br /> Given the depth of the TBM and a very constrained project site,there is no easy and straightforward solution <br /> for rescuing the TBM and completing final placement of the steel casing. Nevertheless, staff has negotiated <br /> with the contractor to arrive at the most expedient and cost effective approach to safely remove the TBM and <br /> complete the project. <br />
