W A T E R E N E R G Y I I r E <br /> RIVERSIDE PUBLIC UTILITIES <br /> INXISIM 10& Board Memorandum <br /> P U 8 L I C UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: July 20, 2012 <br /> ITEM NO: 4 <br /> SUBJECT: 2011 ANNUAL REPORT—GENERAL ORDER 165 ELECTRIC SYSTEM INSPECTIONS <br /> AND CORRECTIVE ACTIONS <br /> ISSUE: <br /> The issue for Board of Public Utilities consideration is receipt of an annual report summarizing inspections <br /> made, condition of equipment observed and repairs made to the electric system pursuant to the California <br /> Public Utility Commission's (CPUC) requirement commonly referred to as General Order 165 (GO 165). <br /> RECOMMENDATION <br /> That the Board of Public Utilities receive and file the 2011 Annual Report of Electrical Facilities Inspection. <br /> BACKGROUND, <br /> The State of California Public Utilities Code requires the CPUC to adopt standards for the inspection, <br /> maintenance, repair and replacement of electric utility distribution facilities. Effective March 31, 1997, the <br /> CPUC adopted GO 165 for investor owned utilities which established minimum inspection requirements for <br /> certain electric distribution facilities, including maximum allowable inspection cycle lengths, condition rating, <br /> record keeping, reporting on scheduling and performance of corrective action. In March 1996, the CPUC <br /> ordered that all publicly owned utilities were to comply with the requirements GO 165, <br /> Riverside Public Utilities(RPU)has always had a very aggressive inspection and maintenance program wnicn <br /> meets or exceeds the requirements of GO 165, including a report of inspection results to the Board of Public <br /> Utilities. RPU's GO 165 program also includes the development and maintenance of the Asset Management <br /> Data Base that plans and schedules all inspections and prioritizes repairs. <br /> In 2011, Energy Delivery staff and contractors patrolled all of the distribution and transmission lines <br /> Contract crews performed 13,347 detailed inspections of underground structures and equipment,and 59,462 <br /> patrol inspections of the overhead, underground and streetlight systems. <br /> Detailed and intrusive inspections of wood poles have determined that 3,420 poles out of 22,732 total poles, <br /> or 15%, will require changing in the next five years, along with correcting 19,205 infractions and minor <br /> maintenance. The detailed inspections of the streetlight system have resulted in 2,239 repairs for the 31,367 <br /> streetlights, or 7.14% requiring repairs. The detailed inspection of underground structures and equipment <br /> has determined that 1,550, or 6%, of 9,392 structures have major and minor repairs required. <br /> The Board of Public Utilities Electric Committee reviewed this item at its regularly scheduled meeting on June <br /> 1, 2012. <br />
