WEBB ASSOCIATES; DUDEK; HELIX ENVIRONMENTAL <br /> PLANNING, INC.; ICF JONES & STOKES; LSA ASSOCIATES, INC.; AND RECON <br /> ENVIRONMENTAL, INC. FOR THE ESTABLISHMENT OF A TWO YEAR <br /> ENVIRONMENTAL CONSULTANTS PANEL <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of Professional Consultant Services Master Agreements <br /> with Albert A. Webb Associates; Dudek; Helix Environmental Planning, Inc.; ICF Jones 8 Stokes; LSA <br /> Associates, Inc.; and RECON Environmental, Inc., in a not-to-exceed amount of $250,000 each for the <br /> establishment of an environmental consultants' panel for the term July 1, 2012 to June 30, 2014. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the Professional Consultant Services Master Agreements with <br /> Albert A.Webb Associates; Dudek; Helix Environmental Planning, Inc.; ICF Jones&Stokes;LSA Associates, <br /> [nc.; and RECON Environmental, Inc.,in a not-to-exceed amount of$250,000 each for the establishment of <br /> an environmental consultants panel for the term July 1, 2012 to June 30, 2014. <br /> BACKGROUND: <br /> Environmental regulations in the form of the National Environmental Policy Act (NEPA) and the California <br /> Environmental Quality Act (CEQA) require that projects undergo an environmental impact assessment to <br /> minimize impacts to the surrounding environment. These regulations apply to a majority of the Capital <br /> Improvement Program projects undertaken by the Riverside Public Utilities Department (RPU), Water <br /> Division. As part of assessing the impact to the environment, these regulations can require specialized <br /> acoustical, biological, cultural, historical,traffic and other related studies for which, RPU does not have staff <br /> expertise in performing. The establishment of an Environmental Consultants Panel would provide a resource <br /> of six selected environmental consultants with the knowledge,experience,and credentials to undertake such <br /> studies and prepare the necessary related documents to satisfy the requirements of NEPA and CEQA. <br /> On April 12,2012, staff issued a Request for Qualifications(RFQ)to nine different environmenta[consulting <br /> firms with experience in the preparation of NEPA and CEQA documents and related studies. Statements of <br /> Qualifications(SOQ)from all nine firms were received on May 9, 2012. A selection committee consisting of <br /> four RPU staff members reviewed all SOQs on the basis of the criteria outlined in the RFQ and selected six <br /> firms to comprise the Environmental Consultants Panel for the tern of fiscal years 2012 to 2014. The six <br /> selected consultants will be asked to submit proposals for each identified project; the proposals will be <br /> reviewed by a panel and a consultant will be selected based on qualifications, availability, and best value to <br /> RPU. <br /> FISCAL IMPACT: <br /> The not-to-exceed contract price for all assigned projects is$250,000 for each consultant. Funds for these <br /> services are budgeted and included in the Public Utilities'Water Capital Projects accounts on a project-by- <br /> project basis as part of the Water Fund Capital Improvement Program. Based on the type of project requiring <br /> environmental support,expenses would be charged to the appropriate accounts(i.e.Account Nos.6230000- <br /> 470707 for main replacement projects, 6230000-470735 for transmission main projects,6230000-470802 for <br /> booster station projects, 6230000-470806 for reservoir projects, and 6230000-470811 for recycled water <br /> projects). <br />
