W A 1 E ft E N E N U Y L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: May 18, 2012 <br /> ITEM NO: 3 <br /> SUBJECT: APPROVE AMENDMENT TO AGREEMENT WITH UTILIRUEST LLC FOR <br /> UNDERGROUND LOCATING SERVICES <br /> ISSUE: <br /> Board approval is requested for the Second Amendment to the Agreement with Utiliquest LLC for <br /> Underground Locating Services. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the Second Amendment to the Agreement with Utiliquest LLC for a <br /> one-year extension for Underground Locating Services, in an amount not-to-exceed $990,000. <br /> BACKGROUND: <br /> Underground locating is a vital function of the utility to maintain safety and reliability of the water and electric <br /> systems. California law (Government Code Section 4216 et. se g.) requires any person conducting an <br /> excavation to notify a regional call center. The call center then notifies all owners of underground facilities of <br /> the excavation,and the owners are required to mark their facilities prior to the excavation. Utiliquest LLC has <br /> been competently providing this marking service for Riverside Public Utilities since 2001. <br /> To ensure the best possible services and the best possible price, the City issued a formal Request for <br /> Proposals for these services in May 2008. As a result, the City entered a favorable new three-year <br /> agreement with Utiliquest L.L.C.through July 1, 2011,with up to two additional one year extensions. A one- <br /> year extension was approved through June 30,2012. Based on excellent performance and favorable pricing, <br /> staff prepared a one-year extension of the existing terms and pricing through June 30, 2013. <br /> The Board of Public Utilities Electric Committee at its regularly scheduled meeting on June 1, 2012 <br /> recommended the Board of Public Utilities approve the one year extension with Utiliquest LLC. <br /> FISCAL IMPACT: <br /> Based on past trending, it is estimated that$90,000-$130,000 in Electric and$75,000-$100,000 in Water <br /> will be expended in Fiscal 2012113. Sufficient funds are available in the Professional Services Accounts No. <br /> 61 05000-421 000 and 6205000-421000. <br /> Prepared by: Stephen H.
