I F F <br />RIVERSIDE PUBLIC UTILITIES <br />WON Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: OCTOBER 2, 2015 <br />ITEM NO: 7 <br />File ID — 15 -3128 — C <br />SUBJECT: CONSTRUCTION OF THE CREST AVENUE AND HEDRICK AVENUE WATER MAIN <br />RELOCATION PROJECT— WORK ORDER NO. 1522100 FOR $123,000 <br />ISSUE: <br />The issue for Board of Public Utilities consideration is to approve a capital expenditure in the amount of <br />$123,000 for Work Order No. 1522100 to construct the Crest Avenue and Hedrick Avenue Water Main <br />Relocation Project. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve a capital expenditure of $123,000 for Work Order No. <br />1522100, which includes all design, construction, paving, contract administration, inspection and <br />construction contingency costs for the Crest Avenue and Hedrick Avenue Water Main Relocation <br />Project. <br />BACKGROUND: <br />The Riverside Transmission Reliability Project (RTRP) is a joint project with Southern California Edison <br />(SCE) which provides Riverside Public Utilities (RPU) a second connection to the state electric <br />transmission grid to address long -term capacity and reliability needs of the City's electric utility system. <br />SCE's portion of the project includes construction of approximately 10 miles of double- circuit 230kV <br />transmission lines and a 230kV switchyard. RPU's portion of the project includes the installation of <br />approximately 10 miles of 69kV sub - transmission lines, construction of a new substation, improvements <br />to five existing substations, relocation of existing distribution lines and installation of new <br />telecommunication lines. <br />A segment of the proposed 69kV improvements are in conflict with an existing 4 -inch Asbestos Cement <br />(AC) water main located in the parkway near the intersection of Crest Avenue and Hedrick Avenue and <br />needs to be relocated in advance of the RTRP. In order to facilitate the water main relocation, a new <br />pipeline will be constructed within Crest Avenue, which will enable the abandonment of approximately <br />330 linear feet of existing 4 -inch and 6 -inch 1950's vintage AC water pipeline in the parkways of Crest <br />and Hedrick Avenues. <br />The water main relocation work will generally entail the construction of approximately 300 linear feet of <br />8 -inch ductile iron pipe, one fire hydrant, two water services and two system connections, along with all <br />necessary fittings and appurtenances. These new improvements will allow approximately 330 linear <br />feet of existing 4 -inch and 6 -inch AC pipeline to be abandoned. <br />The work identified will be constructed by the Water Division's field forces. Other than routine service <br />tie - overs, this project is not expected to disrupt service to RPU water customers. <br />
