W A T E R E N E R G Y L I F € <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: May 4, 2012 <br /> ITEM NO: 8 <br /> SUBJECT: AWARD OF GRANULAR ACTIVATED CARBON REMOVAL AND REPLACEMENT <br /> CONTRACT TO CARBON ACTIVATED CORPORATION <br /> ISSUE: <br /> That the Board of Public Utilities consider award of a contract for Granular Activated Carbon Removal <br /> and Replacement at the Palmyrita Water Treatment Facility. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Reject all proposals received in response to Request for Proposals No. 7055; and <br /> 2. Award a contract for granular activated carbon removal and replacement to Carbon Activated <br /> Corporation, in the amount of $1,277,850, for Fiscal Year 2012-13 in an amount not-to-exceed <br /> $426,000, per Resolution No. 21182 Section 201(g). <br /> BACKGROUND: <br /> The City operates a Granular Activated Carbon (GAC) treatment plant within the City limits at the <br /> Palmyrita Water Treatment Facility (Palmyrita). Palmyrita is located on the corner of La Cadena Drive <br /> East and Oxford Street. <br /> Palmyrita uses 15 carbon filled vessels to remove 1, 2-dibromo-3-chloropropane (DBCP) from the <br /> groundwater. Each vessel holds 20,000 lbs. of GAC. The water treated at these sites is used for <br /> domestic consumption. <br /> The proposed contract includes all work needed to replace GAC at each vessel, including: removing and <br /> legally disposing spent carbon, inspecting and disinfecting the vessels, and installing virgin carbon into <br /> the vessels. The contract is for three years, and it is anticipated that there will be approximately 50 <br /> change-outs during this time. <br /> Staff developed a specification and posted a Request for Proposals (RFP) on February 6, 2012 with a <br /> submittal deadline of February 27, 2012. Only one bid was received by the deadline and is summarized <br /> below: <br /> COMPANY CITY 1 STATE BID PRICE <br /> 1. Prominent Systems, Inc. Industry, CA $1,313,768 <br /> Two potential vendors did not submit bids by the deadline and complained about the difficulty of <br /> uploading bids into the City's system. <br />
