W A T E R E N E R G Y l f F F <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: April 20, 2012 <br /> ITEM NO; 4 <br /> SUBJECT: HUNTER SUBSTATION SECURITY BARRIER AND PROPERTY IMPROVEMENTS <br /> PROJECT <br /> ISSUE: <br /> That the Board of Public Utilities consider approval to award a contract for construction of masonry block <br /> walls, security fencing, manual and automatic access gates, and irrigation/landscape improvements. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities: <br /> 1. Reject the bid received from E. Avico, Inc. as non-responsive; and <br /> 2. Award a contract to T.A. Pointer Enterprises, Inc., of Huntington Beach, California, in the amount of <br /> $439,104 for the Hunter Substation Security Barrier and Property Improvements Project. <br /> BACKGROUND: <br /> Over the past several years, Riverside Public Utilities(RPU) has experienced theft and damage to its electric <br /> facilities that has cost the department hundreds of thousands of dollars. The perpetrators are predominantly <br /> removing the grounding copper wire,which subsequently creates a dangerous working environment for RPU <br /> workers. This causes a significant impact to the reliability of the power system,jeopardizes the safety of the <br /> RPU crews and causes an increase in maintenance costs. Further,the reliability standards promulgated by <br /> the Western Electricity Coordinating Council (WECC) and the North American Electric Reliability Council <br /> (NERC) will cause RPU to increase security to sensitive facilities. To meet current security standards for <br /> RPU and to meet future requirements of WECC and NERC, staff is proposing to initiate the first phase of its <br /> security upgrade. <br /> On June 5, 2010, Work Order No. 0909712 was approved by the RPU Board to implement established <br /> standards to upgrade physical security at various electric facilities but namely Riverside Energy Resources <br /> Energy Center (RERC) and Mountain View, Orangecrest and Hunter Substations. Masonry block walls, <br /> security fencing, manual/automated roller gates and irrigationllandscape improvements are among the items <br /> to be constructed and installed at RERC and Mountain View, Orangecrest and Hunter Substations. <br /> The City of Riverside executed a Professional Consultant Services Agreement with the DMC Design Group, <br /> Inc., on July 29, 2010 in the amount of$202,665 to provide engineering design service. DMC Design group <br /> completed the Hunter substation's engineering and subsequently the Request for Bid No. 7039 was <br /> advertised on January 03, 2012. Bids were received on March 8, 2012. <br /> Twelve contractors submitted bids. The following is a list of the bidders, bid price and staffs evaluation of the <br /> submitted qualifying documents. <br />
