W A T E R E H E 8 G Y t S ā‚¬ E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: April 20, 2012 <br /> ITEM NO: 3 <br /> SUBJECT: UNDERGROUND DETAILED INSPECTIONS AREA 10-WORK ORDER NO.1221530 <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of Work Order No. 1221630, <br /> RECOMMENDATION: <br /> Thatthe Board of Public Utilities approve the estimated operations and maintenance expense of$200,000 for <br /> the detailed inspection of 1,116 underground structures with 648 equipment items located in Area 10. <br /> BACKGROUND. <br /> The State of California Public Utilities Code requires the California Public Utilities Commission (CPUC) to <br /> adopt standards forthe inspection, maintenance,repair and replacement of electric utility distribution facilities. <br /> Effective March 31, 1997, the CPUC adopted General Order No. 165 (GO 165)for investor owned utilities, <br /> which established minimum inspection requirements for electric distribution facilities, including maximum <br /> allowable inspection cycle lengths,condition rating, record keeping, reporting on scheduling and performance <br /> of corrective action. In March 1998,the CPUC ordered that all publicly owned utilities were to comply with the <br /> requirements of Gā‘ 165. <br /> GO 165 requires that all underground structures have a detailed inspection on a not-to-exceed three-year <br /> cycle in order to assess their condition and to identify any deficiencies that are in need of repair. Detailed <br /> inspections of underground facilities in Area 10 are being scheduled and include approximately 11% of the <br /> entire underground system. Area 10 is comprised of structures that were not accessible during the previous <br /> inspection cycle in Areas 1 ā€”9 due to construction, asphalt overlay, parked vehicles, locked gates or similar <br /> obstructions. Structures and equipment inspected in Area 10 will be incorporated into the appropriate area <br /> during the next inspection cycle. <br /> Crews from the Electric Contractors' Panel will perform the necessary underground detailed inspections <br /> including items such as capturing nameplate data and attaching bar code inventory tags to underground <br /> equipment such as switches and transformers. The contract crews will also perform minor maintenance <br /> activities, such as the replacement of faulted circuit indicators that fail inspection, replacement of missing or <br /> faded cable tags and grounding repairs. Riverside Public Utilities' (RPU) staff will review inspections for <br /> accuracy. Information Technology(IT) Department personnel will load the completed inspection data into the <br /> Asset Management system. <br /> FISCAL IMPACT: <br /> The total cost of this project is estimated at$200,000. Sufficient funds for contract inspections are available <br /> in the Electric Field Division Professional Services Account No. 6105000-421000. Sufficient funds for <br /> contract administration, data validation, integration into the asset management system by RPU and IT staff <br /> and contingency are available in various GL Objects in the Electric Field Division GL Key 6105000. <br />
