W A T E R E N E R G Y l [ F F <br /> 3W& RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> NIIIIIIIIIIIIII <br /> BOARD OF PUBLIC UTILITIES DATE: April 6, 2012 <br /> ITEM NO: 17 <br /> SUBJECT: AGREEMENT FOR PROFESSIONAL CONSULTANT SERVICES FOR THE DESIGN <br /> AND CONSTRUCTION OF THE EXPANDED GAGE EXCHANGE BOOSTER STATION <br /> PROJECT <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of a Professional Services Agreement with Krieger& <br /> Stewart, Inc. in a not-to-exceed amount of$616,000 for engineering design and construction management <br /> services for the Expanded Gage Exchange Booster Station Project. <br /> RECOMMENDATION: <br /> Thatthe Board of Public Utilities approves a Professional Services Agreementwith Krieger&Stewart, Inc.in <br /> a not-to-exceed amount of$616,000 for engineering design and construction management services for the <br /> Expanded Gage Exchange Booster Station Project. <br /> BACKGROUND: <br /> The Riverside Public Utilities Department (RPU) initiated a water exchange program with the Gage Canal <br /> Company(Gage)in 1991 to augment its domestic water supply. Under the exchange program, RPU may use <br /> Gage's share of water supply from Bunker Hill Basin in exchange of irrigation water.Currently, RPU delivers <br /> irrigation water from the Riverside Canal at the 0livewood Booster Station to the Gage Canal in exchange for <br /> a portion of Gage's domestic quality water. <br /> In order to augment the amount of irrigation water available to exchange forthe remaining portion of Gage's <br /> domestic quality water, staff has developed the Expanded Gage Exchange Program,which would generally <br /> entail the installation of about 12,200 linear feet of new 18-inch transmission pipeline stretching from the <br /> Riverside Canal to the Gage Canal, as well as construction of a new booster station facility. <br /> A Project Technical Report forthe Gage Exchange Program was prepared by staff and submitted for funding <br /> under the Proposition 50 funding program. The California Department of Public Health completed their <br /> review of the Technical Report, and a Letter of Commitment for Proposition 50 grant funding for the project <br /> was issued on September 18, 2008. <br /> The new transmission pipeline would be designed by staff. However, based on current workloads and <br /> manpower availability, the new booster station will be designed by a consultant to help meet the project <br /> schedule. Staff will seek Board approval at a future date to award the pipeline contract after design is <br /> complete and construction bids have been received. <br /> The Expanded Gage Exchange Booster Station Project will involve design and construction of a new booster <br /> station facility located adjacent to the Riverside Canal near Spruce Street and Kansas Avenue(Attachment <br /> 1). <br />
