W A T E R E N E R G Y L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: April 6, 2012 <br /> ITEM NO: 15 <br /> SUBJECT: BID NO. 7024 — AWARD OF CONTRACT FOR CONDUIT AND STRUCTURE <br /> INSTALLATION FOR UNDERGROUND CABLE AND INFRASTRUCTURE <br /> REPLACEMENT -WORK ORDER NO. 1108341 <br /> ISSUE: <br /> Board of Public Utilities approval is requested to award a contract for the Canyon Crest Cable <br /> Replacement Project, Bid No. 7024. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the award of a contract for the Canyon Crest Cable Replacement Project, Bid No. <br /> 7024, to the lowest responsive bidder, Herman Weissker, Inc. of Riverside, California, in the <br /> amount of$572,121; <br /> 2. Authorize the General Manager, or his designee, to issue change orders for the construction <br /> contract awarded in an amount not-to-exceed 10% of the original contract amount; <br /> 3. Reject the bid of Asplundh Construction Corp. as non-responsive; and <br /> 4. Approve a decrease in the total for Work Order No. 1108341 from $1,052,000 to $791,808 as a <br /> result of favorable construction bids. <br /> BACKGROUND: <br /> The cables and related high voltage equipment in the Canyon Crest area are nearing the end of its <br /> useful life and is not meeting our high standards for reliability. The Canyon Crest Cable Replacement <br /> Project includes the replacement of underground cables, transformers and other equipment in an effort to <br /> increase reliability in this area, and is representative of Riverside Public Utilities' (RPU) effort to replace <br /> troublesome cable-in-conduit infrastructure throughout the City of Riverside. <br /> Work Order No. 1108341 was approved on September 16, 2411 in the amount of$1,052,000 to replace <br /> transformers and failing underground cable in the Canyon Creeks Apartment complex (Attachment 2). <br /> This area was identified as part of the Electric System Master Plan Section 3-UG3 which recommended <br /> the development of a scheduled underground replacement program. Part of this work requires the <br /> services of contractors to perform labor and install infrastructure. <br /> On February 14, 2012, 12 bids were received for the cable replacement construction work. The scope of <br /> work involves the installation of 28 pad mounted transformers and installation of 12,652 feet of new <br /> underground cable which will replace failing cable-in-conduit (CIC) infrastructure. The pad-mounted <br /> equipment was designed and will be installed with consideration given to the surrounding aesthetics. <br />
