7J <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: April 06, 2012 <br /> ITEM NO: 11 <br /> SUBJECT: CASA BLANCA SUBSTATION FEEDER RECONFIGURATION — INCREASE FOR <br /> WORK ORDER NO. 1112780 <br /> ISSUE: <br /> Board of Public Utilities approval is requested to provide additional funding for Work Order No. 1112780. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the additional estimated capital expenditure of $118,832 for <br /> Work Order No. 1112780 to install the steel pole foundations along Evans Street between Pliny and <br /> Madison Streets. <br /> BACKGROUND: <br /> Work Order No. 1112780 was approved by the Board of Public Utilities on February 3, 2012 for the <br /> estimated capital expenditure of$435,000. The work proposed under Work Order No. 1112780 consists <br /> of: a) the installation of the underground getaways for the Casa Blanca Substation along Evans Street, <br /> and b) the extension of new conduits to a riser pole for future circuit reconfiguration along Evans Street <br /> between Samuel and Madison Streets. This Project includes the installation of 2,508 feet of new conduit, <br /> underground cabling, substructures and four steel pole foundations, as well as street improvements. <br /> The cost to construct the steel pole foundations is greater than originally estimated. Additional funding is <br /> required for this Work Order due to increased material costs and additional shoring required due to <br /> above average sand content in the soil. Material costs used to develop the Engineer's estimate under- <br /> valued the cost of concrete. Also, additional shoring will be required to dig the four 28-49 foot steel pole <br /> foundations. Together, these issues have resulted in the need of an additional $118,832 for the Project. <br /> The electrical engineering was performed by a consultant chosen through Riverside Public Utilities <br /> (RPU) Consultants' Panel. All civil work including trenching, conduits, foundations and other <br /> infrastructure work will be performed by a contractor utilizing the Electric Contractors Panel. Electrical <br /> work will be performed by RPU field forces. <br /> FISCAL IMPACT: <br /> The capital expenditure for the work order is estimated to be $553,832 and includes all construction, <br /> contingencies, construction management, inspection and design, as summarized in the table below. <br /> Although this action does result in a cost increase to this work order, the increase is covered by a <br /> contingency included in the project budget for the Casa Blanca Power Project. <br />
