W X 7 E R E N E R G Y L I € f <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: April B, 2012 <br /> ITEM NO: B <br /> SUBJECT: UPGRADE OF THE DATAICOMMUNICATION LINK AT SOUTHERN CALIFORNIA <br /> EDISON'S VISTA SUBSTATION AND AT OTHER RIVERSIDE PUBLIC UTILITIES <br /> FACILITIES <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of the Interconnection Facilities Agreement between the <br /> City of Riverside and Southern California Edison Company to facilitate the upgrade of the <br /> data/communication link at Vista Substation and at other Riverside Public Utilities (RPU)facilities. <br /> RECOMMENDATIONS. <br /> That the Board of Public Utilities: <br /> 1. Approve the Interconnection Facilities Agreement (Agreement) between City of Riverside and <br /> Southern California Edison Company; <br /> 2. Authorize the City Manager, or his designee, to execute the Agreement and take the necessary <br /> actions to implement the Agreement; and <br /> 3. Approve the Work Order No. 0805934 in the amount of$400,000. <br /> BACKGROUND: <br /> Southern California Edison Company {SCE} provides power transmission services to the City of Riverside <br /> from SCE's Vista Substation located just north of Riverside in the City of Grand Terrace. Vista Substation's <br /> remote terminal unit (or RTU) is providing essential data to RPU's dispatch center located at the Utility <br /> Operations Center (UOC). The RTU communicates the information through an existing four-wire modem <br /> over the General Electric Company's Junglemux based Synchronous Optical Network (SONET)system. <br /> RPU has recently completed some upgrades to the RPU owned and controlled Supervisory Control and Data <br /> Acquisition(SCADA)system to better manage and operate RPU Energy Delivery assets. RPU's new SCADA <br /> system communicates through state-of-the-art technology (ethernet based, DNP 3.0 protocol). Currently, <br /> SCE does not transmit data to RPU in this manner, and the two communication systems are incompatible. <br /> RPU is maintaining a part of the old technology at our dispatch center located at the UOC to receive this data <br /> from Vista. <br /> RPU has added a Backup Dispatch Operation Center at Riverside Energy Resource Center for use in the <br /> event of an emergency. The data from SCE Vista substation is not available to the SCADA system at the <br /> backup dispatch center due to the limitations of the old technology. <br /> The data furnished to RPU from SCE's Vista Substation utilizes old technology and must be upgraded in <br /> order to provide RPU with critical system information to support normal operations. The upgrades <br /> contemplated underthe Agreement will also provide additional data needed from the SCE transmission lines <br /> that serve the RPU energy delivery system. <br />
