F F RIVERSIDE PUBLIC UTILITIES Board Memorandum PUBLIC UTILITIES BOARD OF PUBLIC UTILITIES DATE: March 2, 2012 ITEM NO: 4 SUBJECT: CONSTRUCTION OF THE MAIN STREET WATER PIPELINE REPLACEMENT PROJECT BETWEEN THIRD AND SPRUCE STREETS ISSUE: That the Board of Public Utilities consider approval of the capital expenditure in the amount of$986,000 to construct the Main Street Water Main Replacement Project between Third and Spruce Streets. RECOMMENDATION: That the Board of Public Utilities approve the capital expenditure of$986,000 for Work Order No. 1206402, which includes all design and construction costs for the Main Street Water Main Replacement Project between Third and Spruce Streets. BACKGROUND: The Public Works Department(PW)is scheduled to perform a street improvement project along Main Street between Third and Spruce Streets. The project will entail construction of new asphalt pavement, in addition to segments of new concrete curb, gutter and sidewalk. In anticipation of the street improvement project,the Riverside Public Utilities Department(RPU)Water Field Division will replace the old water distribution pipeline that currently exists within this segment of roadway. The water pipeline relocation work will generally include the construction of approximately 3,175 linearfeet of 12-inch ductile iron pipe,five fire hydrants and 43 domestic water services,as well as all other related fittings and appurtenances. Once the new water pipelines are installed, RPU will be responsible for trench resurfacing. The trench resurfacing will be in accordance with PW paving standards. However,the exact scope of the paving work will be more specifically defined after the pipeline construction has begun and the actual trench limits are established in the field. Staff will solicit paving bids from RPU's Paving Contractor Panel to coincide with the completion schedule of the project. Also, many of the water services in this area are located within concrete driveways and sidewalks. The concrete repair work will be performed by the PW contractor. RPU will reimburse PW for the cost of these concrete repairs based on a proration of the work performed and the unit bid prices. A budgetary estimate for the trench resurfacing work has been included in this authorization.
