W A T E R E N E R G Y L I F { MW& RIVERSIDE PUBLIC UTILITIES Board Memorandum PUBLIC UTILITIES BOARD OF PUBLIC UTILITIES DATE: February 17, 2012 ITEM NO: 7 SUBJECT: CONSTRUCTION OF TENTH, TWELFTH AND CRIDGE STREETS BRIDGE WATERMAIN CROSSINGS PROJECT UTILITY AGREEMENTS 21701, 21744 AND 21218, AS PART OF THE STATE ROUTE 91 HOV LANE PROJECT - BID NO. 7047 — WORK ORDER NO. 1112458, 1112057 AND 112504; REIMBURSEMENT BY RCTC ISSUE: That the Board of Public Utilities consider approval of the construction of the Tenth, Twelfth and Cridge Streets Bridge Watermain Crossings project (Project) as part of the State Route (SR) 91 HOV Lane Project (Project) (Utility Agreements (UA) 21701, 21700 and 21218), Bid No. 7047, to Trautwein Construction, Inc. RECOMMENDATIONS: That the Board of Public Utilities: 1. Authorize the additional capital expenditure in the amount of $1,100,000 for Work Order No. 1112054, Cridge Street Bridge Crossing, UA 21218; 2. Award a contract for the construction of the Tenth, Twelfth, and Cridge Streets Bridge Watermain Crossings Project (UA 21701, 21700 and 21218), Bid No. 7047, to the lowest responsive bidder, Trautwein Construction, Inc., of Riverside, California, in the amount of $3,280,040; and 3. Authorize the issuance of change orders to the purchase order of up to 20% of the original amount for Bid No. 7047 with such changes reported to the Board of Public Utilities at the conclusion of the Project. BACKGROUND: The State of California Transportation Department (Caltrans) will begin construction in mid-2012 on improving SR 91 through the City of Riverside from Adams Street to University Ave. Caltrans will also act as the Construction Administrator and the Riverside County Transportation Commission (RCTC) will provide funding for the utility relocations. Many water facilities owned by Riverside Public Utilities (RPU) will need to be relocated before construction can begin on the SR 91 widening. The listed UA's with RCTC will accommodate the following water facility relocations: • UA 21701 — Tenth Street; Bore and .lack 324 linear feet of 42-inch steel casing and 590 linear feet of 24-inch CMLSC watermain. • UA 21700 —Twelfth Street; Bore and .lack 375 linear feet of 54-inch steel casing and 480 linear feet of 35-inch CMLSC watermain. • UA 21218 — Cridge Street Bridge; Bore and Jack 285 linear feet of 48: steel casing and 390 linear feet of 30-inch watermain.
