RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: February 17, 2012 <br /> ITEM NO: 3 <br /> SUBJECT: OVERLOOK PARKWAY FEEDER RELIEF AND SWITCH REPLACEMENT -WORK <br /> ORDER NO. 1242317 <br /> ISSUE: <br /> Board of Public Utilities approval is requested for Work Order No. 1202317. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the estimated capital expenditure of$225,000 for Work Order <br /> No. 1202317 to install underground conduits, structures, cables, and a pad-mount switch with junction <br /> cabinets. <br /> BACKGROUND: <br /> As part of the Circuit 1533 load relief project in 2010, a load transfer scheme from Circuit 1533 to Circuit <br /> 1540 via switches along Overlook Parkway was proposed. Upon performing the recommended load <br /> transfer, Electric crews discovered that below grade switches OS3-126 and switch GS3-210 were <br /> inoperable due to oil leakage and other maintenance and operational problems. Operation of these <br /> devices in this state and in a confined space is un-safe. Switching capabilities are crucial for <br /> sectionalizing and transferring large residential loads to Circuit 1540. It is Department policy to install <br /> switching devices in a pad-mounted configuration for ease of operation, minimize outages thus improving <br /> reliability and reduce crew exposures to switching in a confined space. <br /> This project will install conduit and structures to replace the two outdated and defective underground <br /> switches with a single pad-mounted switch, as well as three pad-mount junction cabinets and all <br /> associated cables. The pad-mounted equipment was designed and will be installed with consideration <br /> given to the surrounding aesthetics. <br /> The electrical engineering was performed by Riverside Public Utility (RPU)forces. All civil work including <br /> trenching, conduits, foundations and other infrastructure work will be performed by a contractor through <br /> the competitive bid process.
