WAY E R E" <br /> L3w& RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: February 3, 2012 <br /> ITEM NO: 11 <br /> SUBJECT: CONSTRUCTION OF THE OLIVEWOOD 24-INCH WATERMAIN BORE AND JACK <br /> PROJECT AS PART OF THE STATE ROUTE 91 HOV LANE PROJECT— BID NO. <br /> 7031 —WORK ORDER NO. 1112061; REIMBURSEMENT BY RCTC <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of the construction of the Olivewood 24-inch <br /> Watermain Transmission Bore and Jack Project (UA 21976) as part of the State Route (SR) 91 HOV <br /> Lane Project (Project). <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Award a contract for the construction of the Olivewood 24-inch Watermain Bore and Jack <br /> Project as part of the SR 91 HOV Lane Project, Bid No. 7031, to the lowest responsive bidder, <br /> Trautwein Construction, Inc., of Riverside, California, in the amount of$538,306; and <br /> 2. Authorize the issuance of change orders to the purchase order of up to twenty percent (20%) of <br /> the original amount for Bid No. 7031 with such change orders reported to the Board of Public <br /> Utilities at the conclusion of the Project. <br /> BACKGROUND: <br /> The State of California Transportation Department (Caltrans) will begin construction in mid-2012 on <br /> improving SR 91 through the City of Riverside from Adams Street to University Avenue. Caltrans will <br /> also act as the Construction Administrator and the Riverside County Transportation Commission (RCTC) <br /> will provide funding for the utility relocations. <br /> Many water facilities owned by Riverside Public Utilities (RPU) will need to be relocated before <br /> construction can begin on the freeway widening. The UA 21976 with RCTC will accommodate the <br /> relocation of 210 linear feet of 24-inch Cement Mortar Lined and Coated (CML&C) Steel Pipe within a <br /> 36-inch steel casing. <br /> A consultant from RPU's Consultant Panel was chosen to perform the design, construction management <br /> services and inspection for the relocation of the water facilities. All costs associated with the relocation <br /> under the UA 21976 will be 100% reimbursable by RCTC. The UA 21976 with RCTC was approved by <br /> both the Board of Public Utilities and City Council. The approval of the capital expenditure in the amount <br /> of$1,050,000 for Work Order No. 1112061 was approved by the Board on April 1, 2011. <br /> Bids were opened on January 17, 2012 and staff has determined that the lowest and responsive bid was <br /> submitted by Trautwein Construction, Inc. Staff has reviewed all provided documentation and has <br /> determined that Trautwein Construction, Inc., has met all of the requirements of the specifications. <br />
