RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: February 3, 2012 <br /> ITEM NO: 10 <br /> SUBJECT: CONSTRUCTION OF THE STREETER AVENUE RAILROAD GRADE SEPARATION <br /> WATER PIPELINE RELOCATION PROJECT— PHASE I <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of the capital expenditure in the amount of$940,000 to <br /> construct the Streeter Avenue Railroad Grade Separation Water Pipeline Relocation Project— Phase I. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the capital expenditure of$940,000 for Work Order No. 1111733, <br /> which includes all design and construction costs for the Streeter Avenue Railroad Grade Separation Water <br /> Pipeline Relocation Project— Phase I. <br /> BACKGROUND: <br /> The Public Works Department is scheduled to award a contract for construction of the Streeter Avenue <br /> Railroad Grade Separation Project(Project) in the summer of 2012. The project will entail lowering Streeter <br /> Avenue to create an underpass beneath the existing Union Pacific Railroad tracks. The work will include <br /> modifying the surrounding roadways, as well as relocating various underground and overhead utilities. It is <br /> anticipated that the Project will enhance safety and provide significant improvements to traffic flow along <br /> Streeter Avenue <br /> In order to minimize disruptions to water service in this area, the Public Utilities Department (RPU) Water <br /> Field Division will perform various water distribution pipeline relocations and service tie-overs in advance of <br /> the grade separation project. This initial work will allow a portion of the existing water distribution pipeline in <br /> Streeter Avenue to be permanently abandoned, permitting Public Works' Project contractor to excavate the <br /> new underpass without affecting water service to the surrounding residential and commercial customers. <br /> The second phase of the work will be performed by the Project contractor. That work would require relocation <br /> of a portion of an existing 36-inch water transmission main, as well as other miscellaneous pipeline <br /> relocations. Staff will request authorization for the second phase of the water relocation work at a future date, <br /> after construction bids are received by the Public Works Department. <br /> Phase I of the water pipeline relocation work will generally include the construction of approximately 2,600 <br /> linear feet of 8-inch ductile iron pipe, five fire hydrants and 22 domestic water services, as well as all other <br /> related fittings and appurtenances (Attachment 1). <br /> Once the new water pipelines are installed, RPU will be responsible for trench repaving. The trench repaving <br /> will be in accordance with Publics Works paving standards. However,the exact scope of the paving work will <br /> be specifically defined after the pipeline construction has begun and the actual trench limits are established in <br /> the field. A budgetary estimate for the paving work has been included in this authorization. <br />
