W A T E R E N E R G Y E S F r <br /> L3RIVERSIDE PUBLIC UTILITIES <br /> PUBLIC UTILITIES Board Memorandum <br /> BOARD OF PUBLIC UTILITIES DATE: February 3, 2012 <br /> ITEM NO: 6 <br /> SUBJECT: POLE ATTACHMENT DATA ACQUISITION PROJECT - WORK ORDER NO. <br /> 1214365 <br /> ISSUE. <br /> That the Board of Public Utilities consider approval of Work Order No. 1214365 for the Pole Attachment <br /> Data Acquisition project. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve Work Order No. 1214365 for the estimated capital expenditure <br /> of $290,000 for the Pole Attachment Data Acquisition project. <br /> BACKGROUND: <br /> On November 18 2011, the Board of Public Utilities approved a new wood pole attachment fee per <br /> California State Assembly Bill (AB) 1027. Riverside Public Utilities (RPU) has allowed various <br /> communications providers to attach their facilities to wood poles through an approved Pole Attachment <br /> and Conduit License Agreement executed with each company. The pole attachment data acquisition <br /> project will require pole inspection and data acquisition of existing pole attachments for approximately <br /> 19,200 transmission and distribution electric utility poles throughout the City's electric grid. The <br /> proposed project includes field inspecting each utility pole to determine equipment attachment grade, <br /> ownership of all communication utilities, verifying existing asset management information against field <br /> conditions, documenting all field data for each attachment, and identifying any unauthorized attachments <br /> on the poles. <br /> The collected pole attachment data will be utilized by staff to ensure pole attachments in the field <br /> correlate properly to the various Pole Attachment and Conduit License Agreements currently in place. In <br /> addition, the pole attachment information will be used when designing overhead electrical system <br /> upgrades, system improvements, pole replacements and to provide accurate and timely notifications to <br /> other joint pole owners and third party companies during the planning and design phase of a project. The <br /> utility will be able to update its Joint Pole Association (JPA) records, contact and notify unauthorized <br /> attachment owners, identify any grade clearance infractions between utilities per G.O. 95 requirements <br /> and correct them as necessary. Additionally, the pole attachment database will be used as a benchmark <br /> to create a uniform procedure for future pole inspections. This data will assist RPU in recording <br /> ownership of poles, standardizing pole attachment requirements, and coordinating with other utility <br /> companies to ensure compliance with the Southern California Joint Point Committee. <br /> FISCAL IMPACT: <br /> The total estimated cost for the Pole Attachment Data Acquisition Project is $290,000. This includes all <br /> engineering and design, construction, and contingencies as summarized in the following table. <br />
