RIVERSIDE PUBLIC UTILITIES } Board Memorandum PUBLIC UTILITIES BOARD OF PUBLIC UTILITIES DATE: February 3, 2012 ITEM NO: 4 SUBJECT: CASA BLANCA SUBSTATION FEEDER RECONFIGURATION -WORK ORDER NO. 1112780 ISSUE: That the Board of Public Utilities consider approval of Work Order No. 1112780. RECOMMENDATION: That the Board of Public Utilities approve the estimated capital expenditure of $435,000 for Work Order No. 1112780 to install underground structures, cables and steel pole foundations along Evans Street between Pliny and Madison Streets. BACKGROUND: The Casa Blanca Substation project requires the reconfiguration of distribution feeders. The work proposed under Work Order No. 1112780 consists of: a) the installation of the underground getaways for the Casa Blanca Substation along Evans Street; and b) the extension of new conduits to a riser pole for future circuit reconfiguration along Evans Street between Samuel and Madison Streets. This project includes the installation of 2,508 feet of new conduit, underground cabling, substructures and four steel pole foundations, as well as street improvements. The electrical engineering was performed by a consultant chosen through Riverside Public Utilities (RPU) Consultant Panel. All civil work including trenching, conduits, foundations and other infrastructure work will be performed by a contractor through the competitive bid process. Electrical work will be performed by RPU field forces. The Substation feeder reconfiguration is part of the overall Casa Blanca Substation project which was approved by the Board on September 17, 2010 and totals approximately$15 million, as specified below: Substation Work $ 9,000,000 Land Acquisition/Associated Work $ 1,540,000 4-12 kV Conversion $ 800,000 Cable Replacement $ 380,000 Feeders $ 2,650,000 Transmission $ 680,000 $15,050,000
