Award a contract to Herman Weissker, Inc., of Riverside, California, for the construction of STP <br /> Phase 3 in the amount of$585,631; <br /> 2. Authorize staff to issue change orders in an amount up to 20% of the original contract amount of <br /> $585,631, or $117,126, due to work complexity and coordination requirements for line terminal <br /> }protection commissioning at multiple substations and coordination with Southern California Edison <br /> work at Vista Substation; and <br /> 3. Authorize the City Manager, or his designee, to prepare and execute all necessary documents. <br /> BACKGROUND: <br /> The STP is needed to resolve critical infrastructure and capacity deficiencies in the eastern part of the RPU <br /> fig kV sub-transmission network. The City Council adopted the STP Mitigated Negative Declaration [MND] <br /> and Mitigation Monitoring and Reporting Plan and approved the project at an estimated cost of$26,000,000 <br /> at their meeting on September 22, 2009. To date, $24 million has been budgeted for this project. As of <br /> November 30, 2011, the available funds less costs and encumbrances are $11,901,263. The project is <br /> estimated to be 60% complete. <br /> The STP includes the construction and reconstruction of 4,8 miles of twin circuit transmission lines and is <br /> being constructed in phases. Preliminary work at Hunter Substation that rearranged and reconstructed 0.3 <br /> miles of twin 69 kV transmission lines was completed in February 2010. Phase 1 that constructed 1.3 miles <br /> of twin circuit fig kV overhead transmission lines with related 12 kV and 4 kV distribution lines from Tenth <br /> Street at Commerce Avenue to Twelfth Street at Chicago Avenue was completed in February 2011. Phase 2 <br /> work included the relocation and reconstruction of twin circuit 69 kV transmission lines and several fiber optic <br /> lines between Riverside Substation(located at Ninth and Vine Streets)and Eleventh Street west of SR91 is in <br /> progress. This work is being constructed concurrently with the relocation and reconstruction of twin circuit 69 <br /> kV transmission lines and related 33 kV and 4 kV circuits on Vine Street and along both sides of SR91 <br /> between Eleventh and Fifteenth Streets as part of the Caltrans 91 HOV Project(Work Order No. 1022588). <br /> The ongoing work is scheduled for completion in January 2012. <br /> STP Phase 3,which is considered in this Board action, includes construction of 0.5 miles of twin circuit 69kV <br /> transmission line in three segments: <br /> Segment A.1 constructs new twin circuit line from Santa Fe Avenue and Ninth Street west to <br /> Riverside Substation located at Ninth Street and Vine Street and east along Ninth Street and south on <br /> Commerce Street to Tenth Street to connect to the twin circuit 69kV lines constructed during STP <br /> Phase 1 to the existing Hunter-Riverside and Vista-Freeman 69kV transmission lines (the lines are <br /> rearranged to form Hunter-Riverside and Vista-Riverside#3 69kV transmission lines). <br />
