W A T F R E ea E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: January 20, 2012 <br /> ITEM NO: 3 <br /> SUBJECT: HAZARDOUS MATERIALS SITE REMEDIATION CITY'S CORPORATION YARD - <br /> WORK ORDER NO. 1904774 <br /> ISSUE: <br /> Public Utilities Board approval is requested for Work Order No. 1104774. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve an increase in the estimated capital expenditure for Work Order No <br /> 1104774 from $55,000 to$817,000 to remediate a Hazardous Materials Site located at the City's Corporation <br /> Yard located at 8095 Lincoln Avenue to make the site available for unrestricted use. <br /> BACKGROUND: <br /> In 1993, the Riverside Marketplace Redevelopment Project identified soil contaminated with creosote and <br /> high levels of lead at the former Mulberry Yard located near the intersection of Ninth Street and Vine Street. <br /> The Mulberry Yard was the City's Corporation Yard prior to its present location at 8095 Lincoln Avenue. The <br /> contaminated material was treated and transported to the City's Corporation Yard at 8095 Lincoln Avenue <br /> where it was placed in a lined pit and covered over in accordance with the"Final Closure Report, Placement <br /> of Chemically Stabilized Lead and Petroleum Hydrocarbon Impacted Materials',dated April 1994 by Science <br /> &Engineering Analysis Corporation (SEACOR),the consultant that performed the Remediation Work Plan for <br /> the Mulberry Yard. <br /> The disposal pitwas identified as a concern during a review of the Corporation Yard site for redevelopment or <br /> future uses. Public Utilities' Energy Delivery Division staff was tasked to prepare a plan to remediate the <br /> location for unrestricted use. <br /> On July 27, 2010, a Request for Proposals (RFP) to conduct a Hazardous Materials Site Investigation was <br /> issued to the Consultants' Panel for Various Public Utilities Capital Improvement Projects. A committee <br /> composed of Public Utilities and General Services Department staff reviewed the proposals and determined <br /> LOR Geotechnical Group, Inc., (LOR) of Riverside, California to be the best qualified consultant to perform <br /> the work. Staff entered into negotiations with LOR and developed a Scope of Services and not-to-exceed fee <br /> of$55,128 to complete the work. On October 1,2010,the Board of Public Utilities approved Work Order No. <br /> 1104774 for the estimated capital expenditure of$65,000. <br /> A Notice to Proceed was issued to LOR on November 1, 2010. LOR prepared and submitted a site <br /> Investigation Work Plan for review by the Regional Water Quality Control Board, District 8 (RWQCB8) on <br /> November 18, 2010. LOR conducted non-intrusive testing with ground penetrating radar on December 1, <br /> 2010. RWQCB8 approved the site Investigation Work Plan on December 7, 2010. LOR proceeded with <br /> push rig sampling on December 8,2010. Lab testing of the samples was performed and confirmed lead and <br /> hydrocarbon contamination as expected. LOR prepared and submitted a draft remediation work plan for <br /> review by the staff and the RWQCB8 on February 9, 2011. RWQCB8 approved the site Remediation Work <br /> Plan on March 7, 2011. <br />
