W A T E R E N E R G Y I I F F. <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: January 18, 2013 <br /> ITEM NO: 8 <br /> SUBJECT: UTILITY AGREEMENTS NO. 2 AND NO. 398 BETWEEN THE CITY OF RIVERSIDE <br /> PUBLIC UTILITIES AND RIVERSIDE COUNTY TRANSPORTATION COMMISSION <br /> ISSUE: <br /> The issue for Board of Public Utilities consideration is approval of Utility Agreements Nos. 2 and 398 with <br /> the Riverside County Transportation Commission (RCTC) for reimbursement of construction inspection <br /> activities for the encasement of the City of Riverside Public Utilities (RPU) water facilities along the <br /> Burlington Northern Santa Fe (BNSF) rail corridor and for reimbursement for installation of overhead and <br /> underground electric facilities near Marlborough and Rustin at the new Metrolink Station. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities recommend that the City Council: <br /> 1. Approve Utility Agreements No. 2 between the Riverside Public Utilities and Riverside County <br /> Transportation Commission for reimbursement of construction inspection activities for the <br /> encasement of City of Riverside Public Utilities water facilities along the Burlington Northern <br /> Santa Fe rail corridor, and <br /> 2. Approve Utility Agreements No. 398 between the Riverside Public Utilities and Riverside County <br /> Transportation Commission for reimbursement for the installation of overhead and underground <br /> electric facilities near Marlborough and Rustin at the new Metrolink Station. <br /> BACKGROUND: <br /> RCTC has proposed a construction project to extend 24 miles of commuter rail service from the existing <br /> Riverside Downtown Station to the cities of Moreno Valley and Perris in western Riverside County. This <br /> new rail extension, known as the Perris Valley Line, would be operated by the Southern California <br /> Regional Rail Authority (SCRRA), the operators of the Metrolink commuter rail system. The Perris Valley <br /> Line would be created by using the existing BNSF and San Jacinto Branch Line (SJBL) rail corridors with <br /> a new connection. <br /> The new connection between the BNSF and SJBL branch lines will cross over RPU's existing 48-inch <br /> San Bernardino water transmission main, approximately 1,500 feet northeast of the intersection of Citrus <br /> and Iowa Avenues. This pipeline is one of two main supply lines which transport water from San <br /> Bernardino into the City. This segment of 48-inch transmission main recently replaced an aged and <br /> undersized 42-inch concrete pipeline back in 2008. RCTC will be encasing the existing 48-inch water <br /> transmission main to protect the pipe from the additional loading, as well as to comply with <br /> SCRRA1Metrolink requirements. <br /> The construction work will consist of installing approximately 239 lineal feet of steel casing around the <br /> existing segment of pipeline which will remain in place beneath the new rail connection. This <br /> encasement work will be performed by RCTC's general contractor and paid for by RCTC. Construction <br /> is currently scheduled for the winter of 2013114. RPU will have an inspector present to inspect the <br /> encasement work on the City's 48-inch pipeline. RCTC will reimburse the City for inspection services, as <br /> well as RPU staff time for any engineering review utilized during construction. RPU construction <br /> inspection activities are estimated at$47,035. <br />
