W A T E R E N E R G Y I I F F <br /> RIVERSIDE PUBLIC UTILITIES <br /> MI I W69 Board Memorandum <br /> P B L I C U T I L I T I ES <br /> BOARD OF PUBLIC UTILITIES DATE: January 18, 2013 <br /> ITEM NO: 6 <br /> SUBJECT: INCREASE WORK ORDER FOR REHABILITATION OF DETERIORATED VAULTS AND <br /> ASSOCIATED EQUIPMENT ON CHICAGO AVENUE BETWEEN SPRUCE STREET <br /> AND MARLBOROUGH AVENUE -WORK ORDER NO. 1121193 <br /> ISSUE: <br /> The issue for Board of Public Utilities consideration is approval of an increase in Work Carder No. 1121193 in <br /> the amount of$74,025.45. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Permit Asplundh Construction Corporation to withdraw their bid at their request; <br /> 2. Award the bid to VCl Telecom, of Upland, California, in the amount of$411,335.45; and <br /> 3. Approve an increase in the estimated capital expenditure for Work Order No. 1121193 from <br /> $647,520.00 to $721,545.45. <br /> BACKGROUND: <br /> The Board of Public Utilities approved Work Order No. 1121193 in the amount of$647,520 on October 5, <br /> 2012. The project consists of the structural rehabilitation of four deteriorated vaults(V2805,V2838,V2840, <br /> V2909), replacement of their associated equipment, and the conversion of two existing pull boxes (X7024, <br /> X10612)to PJC's on Chicago Avenue between Spruce Street and Marlborough Avenue was issued to the <br /> Contractors' Panel for Energy Delivery Work(Attachment 1). Bids were opened on September 12,2011 and <br /> Asplundh Construction Corp was the lowest bidder and was awarded the bid in the amount of$361,529.50: <br /> Bidder Location Bid Total <br /> Asplundh Construction Company, Inc. Cypress, CA $361,529.50 <br /> VCI Telecom Upland, CA $411,335.45 <br /> ■1=ngineees estimate $259,290.27 <br /> The bids came in above the Engineer's estimate which was provided by Riverside Public Utilities'consultant, <br /> Peck and Associates, as the estimate assumed normal working hours. However, at the pre-bid meeting, <br /> Public Works Department staff determined that the project would need to be completed during restricted <br /> hours to avoid an undesirable public impact. The bids reflected more expensive premium labor and multiple <br /> shifts to meet these requirements and, therefore, exceeded the Engineer's estimate. <br /> The project site is near the on-going grade separation project at Iowa Avenue and Citrus Street and is a part <br /> of the designated traffic detour route. Work hours were restricted to minimize the impact to traffic that is <br /> already being affected by the grade separation project. Therefore, the majority of the work must be <br /> completed at night. After bid award,but prior to a formal Notice to Proceed,Asplundh's subcontractor raised <br /> safety concerns related to the compressed schedule and Asplundh,therefore,refused to accept award of the <br /> work (Attachment 2). <br />
