W A T £ It E N E R G Y L I I 1 RIVERSIDE PUBLIC UTILITIES PUBLIC u T I L I T I E 5 Board Memorandum BOARD OF PUBLIC UTILITIES DATE: January 18, 2913 ITEM NO: 3 SUBJECT: REHABILITATION OF WELL AND REPAIR OF THE PUMP FOR GARNER ❑ WELL -WORK ORDER NO. 1311109 ISSUE: The item for Board of Public Utilities consideration is approval of the capital expenditure of $195,999 for Work Order No. 1311199 for the rehabilitation of the Garner D Well and pumping plant. RECOMMENDATIONS: That the Board of Public Utilities: 1. Approve the capital expenditure in the amount of $195,999 for Work Order No. 1311199, which includes the rehabilitation of the Garner D Well and pumping plant; 2. Reject the bid submitted by Environ Strategy as non-responsive; and 3. Award a contract for the Rehabilitation of Garner D Well, Bid No. DD1927 to Tri County Pump Company, San Bernardino, California, in the amount of$59,434.79. BACKGROUND: The Garner D Well was constructed in 1968 and supplies potable water to Riverside. The well is equipped with a pumping plant, consisting of a pump and motor. The pumping plant stopped producing water in October 2012 due to a broken drive shaft, Staff secured the services of the annual purchase order contractor to repair and service the pump and motor. At the same time, the contractor inspected the Well to determine if it needed to be rehabilitated. Based on the inspection, staff determined that the Well required extensive rehabilitation work. This work includes mechanical and chemical cleaning and redevelopment of the well. Staff solicited bids to do this work: Cornvanv Location Bid Environ Strategy Orange, CA $22,185.50 Tri County Pump Company San Bernardino, CA $59,434.79 Weber Water Resources Ontario, CA $61,604.44 Layne Christensen Company Redlands, CA $64,448.09 South West Pump 8 Drilling, Inc. Coachella, CA $67,796.25 Hidden Valley Pump Systems, Inc. Valley Center, CA $68,073.13 Environ Strategy did not meet the experience requirements as outlined in the bid specification. Therefore, staff recommends that their bid be rejected as non-responsive and that the bid be awarded to Tri County Pump Company as the lowest, responsible bidder.
