Approve Work Order No. 1311459 in the amount of$100,000 to build a fiber optic cable network for a
primary communication path to the corner of Alessandro Boulevard and Meridian Parkway to be
constructed immediately; and
2. Approve an additional $200,000 for Work Order No. 1311459 to build a fiber optic network for a
backup communication path, to be constructed at a later date.
BACKGROUND:
The City of Riverside and the University of California Riverside ("UCR") entered into a Fiber Use License
Agreement ("Agreement") made effective on January 7, 2005 whereby the City licensed to UCR the use of
certain strands of fiber in the City's fiber system. This usage enhanced utilization of the fiber system and
obtains additional revenues for the City.
On July 24, 2007, the City Council of the City of Riverside authorized the City Manager, or his designee, to
execute subsequent amendments to the Agreement to license additional fiber strands to UCR, subject to
compensation by UCR under the terms of the Agreement.
Recently, UCR requested that Riverside Public Utilities(RPU)license additional strands to UCR. Specifically,
UCR requested dark fiber optic lines be extended to the UC Path Center facility located at 14350 Meridian
Parkway, located within the City limits. In addition, UCR requested that an additional fiber communication
path be constructed in the event the primary path is compromised.
To satisfy this request, RPU proposes to extend a fiber optic cable from its existing fiber optic network at the
3-way splice located near the intersection of Alessandro Boulevard and Meridian Parkway and interconnect it
to an existing fiber path that runs to RPU's University Substation facility via Sycamore Canyon Boulevard.
RP will install and maintain this fiber optic cable with its terminus within the City of Riverside(Attachment 1).
UCR plans to install and maintain UCR owned fiber from the three-way splice to their UC Path Center facility.
UCR will reimburse the City for the capital cost to construct the fiber extension as outlined above. The
reimbursable cost is estimated at$91,117.
