W A T E R E N E R G Y t 1 F f <br /> RIVERSIDE PUBLIC UTILITIES <br /> �� WI& Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: February 1, 2013 <br /> ITEM NO: 4 <br /> SUBJECT: UTILITIES OPERATIONS CENTER HEATING,VENTILATION AND AIR CONDITIONING <br /> SYSTEM REPLACEMENT —AWARD OF BID NO. 7091 <br /> ISSUE: <br /> This item for Board of Public Utilities consideration is approval of a contract award forthe replacement of the <br /> heating, ventilation and air conditioning (HVAC) system at the Utilities Operations Center (UOC), Bid No. <br /> 7091. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the capital expenditure of $1,300,000 for Work Order No. 1105066, which includes the <br /> purchase, installation and 10% change order contingency for the Heating, Ventilation and Air <br /> Conditioning (HVAC) System at the Utilities Operations Center, Bid No. 7091; and <br /> 2. Award a contract for the construction of the HVAC system at the Utilities Operations Center, Bid No. <br /> 7091 to the lowest responsive bidder,Allison Mechanical Inc., of Redlands,California, in the amount <br /> of$1,168,900. <br /> BACKGROUND: <br /> On October 1, 2010, the Board of Public Utilities approved Work Order No. 1105066 in the amount of <br /> $250,000 for the replacement of portions of the HVAC system at the UOC. Following a more extensive <br /> review of the HVAC system by the General Services Building Services Division staff,it was determined that a <br /> complete HVAC system replacement was necessary. The HVAC system at the UOC was constructed <br /> approximately 20 years ago with the original building construction and is nearing the end of its service life;the <br /> system operates continuously to heat and cool this 33,400 square foot building. The building is occupied 24 <br /> hours a day,365 days a year. As such,work under this prior approval was not undertaken and no funds were <br /> expended. <br /> Riverside Public Utilities staff worked with the General Services Building Services Division staff to prepare a <br /> bid proposal package. Bids were opened on January 7, 2013. The lowest responsive bid was submitted by <br /> Allison Mechanical Inc. Staff has reviewed all provided documentation and has determined that Allison <br /> Mechanical Inc. has met all the requirements of the specifications. <br />
