W A T E R E N E R 6 Y 1. 1 F 6 <br /> RIVERSIDE PUBLIC UTILITIES <br /> L�a.- III& <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: February 15, 2013 <br /> ITEM NO: 3 <br /> SUBJECT: FIRST AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT FOR <br /> CONSULTANT SERVICES FOR THE DESIGN AND CONSTRUCTION OF THE <br /> EXPANDED GAGE EXCHANGE BOOSTER PUMP STATION PROJECT <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of the First Amendment to the Professional <br /> Services Agreement with Krieger 8 Stewart, Inc. for additional engineering design and construction <br /> management services for the Expanded Gage Exchange Booster Pump Station Project. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the First Amendment to the Professional Services Agreement with <br /> Krieger & Stewart, Inc. in a not-to-exceed amount of $258,564 for additional engineering design and <br /> construction management services for the Expanded Gage Exchange Booster Pump Station Project. <br /> BACKGROUND: <br /> The Riverside Public Utilities (RPU) initiated a water exchange program with the Gage Canal Company <br /> (Gage)in 1991 to augment its domestic water supply. Under the program,RPU may exchange Gage's share <br /> of water supply from Bunker Hill Basin for irrigation water from the Riverside Canal. Currently, Riverside <br /> Canal water is delivered from the Olivewood Booster Station to a location behind Riverside Poly High School, <br /> bypassing two major customers, University of California Riverside (UCR) and the Canyon Crest Golf Club. <br /> The Expanded Gage Exchange Project will construct facilities to deliver water upstream of UCR and the <br /> Canyon Crest Golf Club enabling RPU to take additional water from the Gage Canal to use for domestic <br /> purposes. <br /> On April 6,2012,the Board of Public Utilities approved a Professional Services Agreement in the amount of <br /> $616,000 with Krieger&Stewart, Inc.for engineering and construction management services for the Booster <br /> Pump Station component of this project. <br /> Over the course of the design phase,various enhancements were made to the original Booster Pump Station <br /> concept. Many of these variations came about from collaboration between RPU staff and the engineering <br /> consultant to develop methods to automate and improve various operational and maintenance aspects of the <br /> booster station, largely based on staffs experience with the Olivewood Booster Station and the challenges <br /> associated with conveying canal water, which can contain significant organic and inorganic debris. The <br /> alterations to the design are expected to reduce the long term operational and maintenance costs of the new <br /> facility. <br /> The enhancements noted above entailed an additional engineering design effort that was not included in the <br /> original scope of services. The cost for these additional engineering services is $93,733. <br /> Included in the contract with Krieger and Stewart is an optional task for construction management services. <br /> With the changes to the design, staff recognized that the contract duration may increase by a few months. <br /> Krieger 8 Stewart, Inc. has provided a revised proposal in the amount of$444,977,which reflects an increase <br /> of $984,831 to the construction management services fee, if RPU elects to exercise this option. <br />
