W A T E R E N E R G Y L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: February 15, 2013 <br /> ITEM NO: A <br /> SUBJECT; PUBLIC HEARING — PROPOSED CHANGES TO ELECTRIC AND WATER <br /> TARIFFS AND RULES (NO RATE INCREASES PROPOSED) <br /> ISSUE: <br /> The issue for Board of Public Utilities consideration is approval of the proposed changes to the <br /> applicable Riverside Public Utilities (RPU) Electric and Water Tariffs (Rate Schedules), Electric Rules <br /> and Water Rules as outlined in the this report. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Conduct a public hearing to receive input on the proposed changes to the applicable RPU rate <br /> schedules, Electric Rules 3, 4, 5, 6 and 13 and Water Rules 4, 5, 6 and 20 as outlined in this <br /> report; <br /> 2. Adopt a resolution to modify the applicable RPU rate schedules - Electric Rules 3, 4, 5, B and <br /> 13 and Water Rules 4, 5, 6 and 20; and <br /> 3. Recommend that the City Council adopt the appropriate resolution approving the above. <br /> BACKGROUND: <br /> Schedule D Domestic Service - Seasons <br /> The current summer season for Electric Rate Schedule ❑ is for service rendered from June 1 through <br /> August 31 and billed from July 1 through September 30. Under Schedule D, residential customers <br /> receive a larger allotment of kilowatt-hours in tiers 1 and 2 in the summer season than in the winter <br /> season. Upon review of seasonal temperatures in the Inland Empire, RPU determined that early June is <br /> typically cooler than early September as summer high temperatures have historically been extending into <br /> September. <br /> The proposed change to Electric Rate Schedule D is to shift the summer period to better match the <br /> weather pattern of the Inland Empire by changing the summer season to service rendered from June 16 <br /> through September 15 and billed from July 16 through October 15. <br /> Schedule NEM Net Energy Metering for Renewable Electrical Generation Facilities — Changes in <br /> Law <br /> The signing into law of Senate Bill (SB) 489 amended California Public Utilities Code (PUC) Section <br /> 2827 which applies to municipally-owned utilities. SB 489 replaced the term "Generating Facility" with <br /> "Renewable Electrical Generation Facility" as defined in California Public Resource Code (CPRC) <br /> Section 25741 (a)(1) and expand the eligible facilities from solar, wind turbine, or a hybrid of both to a <br /> facility using biomass, solar thermal, photovoltaic, wind, geothermal, fuel cells using renewable fuels, <br /> small hydroelectric generation, digester gas, municipal solid waste conversion, landfill gas, ocean wave, <br /> ocean thermal, or tidal current, and any additions or enhancements to the facility using that technology. <br /> The proposed changes to Schedule NEM are to comply with SB 489 and PUC Section 2827. <br />
