W A T E R E N E R G Y <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: March 15, 2013 <br /> ITEM NO: 4 <br /> SUBJECT: CONSTRUCTION OF THE CASA BLANCA WATER SYSTEM PRESSURE <br /> IMPROVEMENTS PHASE 1 PROJECT—WORK ORDER NO. 1424632 <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of the capital expenditure in the amount <br /> of$885,000 to construct the Casa Blanca Water System Pressure Improvements Phase 1 Project. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the capital expenditure of $885,000 for Work Order No. <br /> 1024632 which includes all design, construction, paving, contract administration and construction <br /> contingency costs for the Casa Blanca Water System Pressure Improvements Phase 1 Project. <br /> BACKGROUND: <br /> The Casa Blanca Water Pressure Zone Improvements Phase 1 Project will mitigate system low <br /> pressure issues within the neighborhood between Marguerita and Lincoln Avenues and between Mary <br /> and Maude Streets. This area experiences seasonal low pressures, primarily during the summer <br /> months when system demands are higher. This project will stabilize water system pressures in the <br /> area and maintain higher pressures during the summer months. The area is currently part of the <br /> Gravity Zone and will be converted to a new Casa Blanca 1000 Zone. The work will be constructed by <br /> the Water Division's field forces. <br /> The project will include installation of 800 feet of 12-inch ductile iron pipe, installation of four new 8-inch <br /> valves on existing pipe, installation of a new pressure reducing valve, installation of two new check <br /> valves, replacement of 120 feet of existing 6-inch cast iron pipe and 170 feet of existing 4-inch cast iron <br /> pipe with new 8-inch ductile iron pipe, and opening and closing various valves to isolate the new <br /> pressure zone. <br /> Once the new water pipelines are installed, Riverside Public Utilities (RPU) will be responsible for <br /> standard trench repaving per the Public Works standard. Near the end of pipeline construction, staff <br /> will solicit paving bids for paving the trench area through the Public Utilities Paving Contractor's Panel. <br /> A budgetary estimate for the paving work has been included in this authorization. <br /> FISCAL IMPACT: <br /> The total capital expenditure for Work Order No. 1024632 is estimated to be $885,000, as summarized <br /> in the following table: <br />
