W A T E R E N E R G Y L I T L <br /> RIVERSIDE PUBLIC UTILITIES <br /> OW& Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: March 15, 2013 <br /> ITEM NO: 3 <br /> SUBJECT: CONSTRUCTION OF BUCHANAN STREET 164NCH WATER TRANSMISSION <br /> MAIN REPLACEMENT PROJECT—WORK ORDER NO. 1318604 <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of the capital expenditure in the amount <br /> of$555,000 to construct the Buchanan Street 16-inch Water Transmission Main Replacement Project. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the capital expenditure of $555,000 for Work Order No. <br /> 1318604 which includes all design, construction, contract administration, inspection and construction <br /> contingency costs for the Buchanan Street 16-inch Water Transmission Main Replacement Project, <br /> BACKGROUND: <br /> On January 28, 2013, a water leak was identified on an existing 16-inch water transmission pipeline <br /> located in Buchanan Street between Magnolia Avenue and Indiana Avenue (Attachment 1). The leak <br /> was found to be originating from the pipeline segment that crosses beneath the Burlington Northern <br /> Santa Fe (BNSF) Railroad and the adjacent Riverside County Flood Control and Water Conservation <br /> District storm channel. <br /> Due to the leak's location, the pipeline cannot be repaired, but needs to be replaced. For the time <br /> being, the leaky segment of pipe has been isolated by Riverside Public Utilities' (RPU) field crews. <br /> However, this segment of pipeline should be replaced before the beginning of the warm weather <br /> season when water demands increase. <br /> The work will include the replacement of approximately 200 linear feet of 16-inch ductile iron pipe via <br /> bore and jack beneath the railroad and flood control channel and will include all other associated work. <br /> The old pipeline will be abandoned in place. <br /> To help ensure that this project can be completed before the warm weather season, staff will utilize the <br /> Riverside Public Utilities' Contractor's Panel. <br /> FISCAL IMPACT: <br /> The total capital expenditure for Work Order No. 1318604 is estimated to be $555,000, as summarized <br /> in the following table: <br />
