W A T E R E N E R G Y L I T L RIVERSIDE PUBLIC UTILITIES OW& Board Memorandum PUBLIC UTILITIES BOARD OF PUBLIC UTILITIES DATE: March 15, 2013 ITEM NO: 3 SUBJECT: CONSTRUCTION OF BUCHANAN STREET 164NCH WATER TRANSMISSION MAIN REPLACEMENT PROJECT—WORK ORDER NO. 1318604 ISSUE: The item for Board of Public Utilities consideration is approval of the capital expenditure in the amount of$555,000 to construct the Buchanan Street 16-inch Water Transmission Main Replacement Project. RECOMMENDATION: That the Board of Public Utilities approve the capital expenditure of $555,000 for Work Order No. 1318604 which includes all design, construction, contract administration, inspection and construction contingency costs for the Buchanan Street 16-inch Water Transmission Main Replacement Project, BACKGROUND: On January 28, 2013, a water leak was identified on an existing 16-inch water transmission pipeline located in Buchanan Street between Magnolia Avenue and Indiana Avenue (Attachment 1). The leak was found to be originating from the pipeline segment that crosses beneath the Burlington Northern Santa Fe (BNSF) Railroad and the adjacent Riverside County Flood Control and Water Conservation District storm channel. Due to the leak's location, the pipeline cannot be repaired, but needs to be replaced. For the time being, the leaky segment of pipe has been isolated by Riverside Public Utilities' (RPU) field crews. However, this segment of pipeline should be replaced before the beginning of the warm weather season when water demands increase. The work will include the replacement of approximately 200 linear feet of 16-inch ductile iron pipe via bore and jack beneath the railroad and flood control channel and will include all other associated work. The old pipeline will be abandoned in place. To help ensure that this project can be completed before the warm weather season, staff will utilize the Riverside Public Utilities' Contractor's Panel. FISCAL IMPACT: The total capital expenditure for Work Order No. 1318604 is estimated to be $555,000, as summarized in the following table:
