' RIVERSIDE PUBLIC UTILITIES <br /> _ , Board Memorandum <br /> BOARD OF PUBLIC UTILITIES DATE: April 19, 2013 <br /> ITEM NO: 4 <br /> SUBJECT: UNDERGROUND DETAILED INSPECTIONS — WORK ORDER NOS. 1308021 AND <br /> 1308022 <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of Work Order Nos. 1308021 and <br /> 1308022. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the estimated operations and maintenance expense of $65,000 for Work Order <br /> No.1306021 for the detailed inspection of 553 padmounted structures and associated equipment <br /> items located in Area 5; and <br /> 2. Approve the estimated operations and maintenance expense of $65,000 for Work Order <br /> No.1308022 for the detailed inspection of 535 pad mounted structures and associated equipment <br /> items located in Area 6. <br /> BACKGROUND: <br /> The State of California Public Utilities Code requires the California Public Utilities Commission (CPUC) to <br /> adopt standards for the inspection, maintenance, repair and replacement of electric utility distribution <br /> facilities. Effective March 31, 1997, the CPUC adopted General Order No. 165 (GO 165) for investor <br /> owned utilities, which established minimum inspection requirements for electric distribution facilities, <br /> including maximum allowable inspection cycle lengths, condition rating, record keeping, reporting on <br /> scheduling and performance of corrective action. In March 1998, the CPUC ordered that all publicly <br /> owned utilities were to comply with the requirements of GO 165. <br /> GO 165 requires that all underground structures have a detailed inspection on a not-to-exceed five-year <br /> cycle in order to assess their condition and to identify any deficiencies that are in need of repair. <br /> Detailed inspections of underground facilities in Areas 5 and 6 are being scheduled and include <br /> approximately 22% of the entire underground system (Attachment 1). Areas 5 and 6 are on the routine <br /> inspection cycle and include all the additions to the system and data handing required to place the <br /> inspection data into the City Asset Management system <br /> Crews from the Contractors' Panel will perform the necessary underground detailed inspections, <br /> including items such as capturing nameplate data and attaching bar code inventory tags to underground <br /> equipment such as switches and transformers. The contract crews will also perform minor maintenance <br /> activities, such as the replacement of faulted circuit indicators that fail inspection, replacement of missing <br /> or faded cable tags and grounding repairs. Riverside Public Utilities (RPU) staff will review inspections <br /> for accuracy. Information Technology (IT) Department personnel will load the completed inspection data <br /> into the Asset Management system. <br />
