Li W& RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: December 6, 2013 <br /> ITEM NO: 8 <br /> SUBJECT: INCREASE WORK ORDER FOR REHABILITATION OF DETERIORATED VAULTS AND <br /> ASSOCIATED EQUIPMENT ON CHICAGO AVENUE BETWEEN SPRUCE STREET <br /> AND MARLBOROUGH AVENUE—WORK ORDER NO. 1121193 <br /> ISSUE: <br /> The issue for Board of Public Utilities consideration is approval of an increase in the amount of$223,916.79 <br /> for Work Order No. 1121193. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve an increase in the capital expenditure for Work Order No.1121193 <br /> from $721,545.45 to $945,462.24. <br /> BACKGROUND: <br /> On January 18, 2013, the Board of Public Utilities approved Work Order No. 1121193 in the amount of <br /> $721,545.45.The project consisted of the structural rehabilitation of four deteriorated vaults(V2805,V28381 <br /> V2840 and V2909), replacement of associated equipment, and the conversion of two existing pull boxes <br /> (X7024 and X10612) on Chicago Avenue between Spruce Street and Marlborough Avenue. <br /> Public Works Department staff determined that the project would need to be completed during restricted <br /> hours to avoid an undesirable public impact.The project site is near the on-going grade separation project at <br /> Iowa Avenue and Citrus Street and is part of the designated traffic detour route.Work hours were restricted to <br /> minimize the impact to traffic that was already being affected by the grade separation project. <br /> Description Planned Schedule Actual Schedule <br /> Engineering by RPU Staff and Consultant <br /> Start 8/3/12 8/3/12 <br /> Duration 6 Weeks 6 Weeks <br /> Civil Work performed by Contractor <br /> Start 11/5/12 3/11/13 <br /> Duration 8 Weeks 14 Weeks <br /> Electrical work performed by RPU Field Forces <br /> Start 2/12/13 4/29/13 <br /> Duration J 6 Weeks 12 Weeks <br /> The Notice to Proceed for the civil work was issued on February 21, 2013, but work was delayed until <br /> switching to de-energize circuits in the first two vaults was completed. There were six weeks of additional <br /> delays due to scheduling railroad company flagmen at one structure and waiting for Riverside Public Utilities <br /> (RPU) forces to complete electrical work at the first two structures before re-mobilizing to continue with the <br /> work on the second two vaults.An initial change order amount of$25,451.59 was approved due to changed <br /> conditions caused by other utilities where actual locations did not match as-built locations provided. <br />
