W A T E R E N E R G Y L I F F
L3W& RIVERSIDE PUBLIC UTILITIES
Board Memorandum
PUBLIC UTILITIES
BOARD OF PUBLIC UTILITIES DATE: December 6, 2013
ITEM NO: 5
SUBJECT: STREET LIGHT POLE ATTACHMENT AND ELECTRICAL POWER AGREEMENT
BETWEEN SOUTHERN CALIFORNIA GAS COMPANY AND THE CITY OF RIVERSIDE
ISSUE:
The item for Board of Public Utilities consideration is approval of the Street Light Pole Attachment and
Electrical Power Agreement with the Southern California Gas Company (SoCalGas). The Agreement will
grant SoCalGas access to certain City facilities and electric power required for use of their wireless meter
reading network.
RECOMMENDATION:
That the Board of Public Utilities recommend the City Council approve the Street Light Pole Attachment and
Electrical Power Agreement with the Southern California Gas Company.
BACKGROUND:
The SoCalGas Advanced Meter Infrastructure(AMI) project includes the proposed installation of equipment
on 34 existing concrete street light poles in the City of Riverside(Attachment 1). The purpose of the project is
to enable SoCalGas to read their meters through a wireless network across southern California. SoCalGas
requested a 20-year agreement with the City of Riverside granting SoCalGas, its contractors and
subcontractors, the right to attach wireless radio network equipment to the 34 approved locations, and to
provide electric power for their network devices. City staff worked with SoCalGas to identify suitable locations
to complete their network with minimal impact to the street lighting system.
In addition to the physical attachment of wireless radios, SoCalGas requested unmetered electric services at
each location. The estimated energy usage for the 34 sites is$300 annually. The City of Riverside has no
work associated with this installation.
FISCAL IMPACT:
Upon execution of the Agreement, SoCalGas will pay$39,900 for the pole attachments and energy usage for
the full 20-year term. Energy charges will credit Electric Account No. 0000510-344265, and the pole
attachment fee will credit Electric Account No. 0000510-373125.
Prepared by: Kevin S. Milligan, Interim Public Utilities Deputy General Manager/Energy Delivery
Approved by: Stephen H. Badgett, Interim Public Utilities General Manager
Approved by: Belinda J. Graham, Assistant City Manager
Approved as to form: Gregory P. Priamos, City Attorney
