W A T E R E N E R G Y r. <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: November 15, 2013 <br /> ITEM NO: 9 <br /> SUBJECT: CONSTRUCTION OF THE RIVERSIDE AVENUE RAILROAD GRADE <br /> SEPARATION WATER PIPELINE RELOCATION PROJECT — WORK ORDER NO. <br /> 1117678 <br /> ISSUE: <br /> The item for the Board of Public Utilities consideration is approval of a capital expenditure in the amount <br /> of $1,329,465 for Work Order No. 1117678 for the construction of the Riverside Avenue Railroad Grade <br /> Separation Water Pipeline Relocation Project. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the capital expenditure of $1,329,465 for Work Order No. <br /> 1117678, which includes all design, construction, change order contingencies, system connections, <br /> construction management, inspection and geotechnical testing for the Riverside Avenue Railroad Grade <br /> Separation Water Pipeline Relocation Project. <br /> BACKGROUND: <br /> On October 31, 2013, the Public Works Department opened construction bids for the Riverside Avenue <br /> Railroad Grade Separation Project (Bid No. 7185). The project will entail lowering Riverside Avenue to <br /> create an underpass beneath the existing Union Pacific Railroad tracks. The work will include modifying <br /> the surrounding roadways, as well as relocating various underground and overhead utilities. It is <br /> anticipated that the grade separation project will enhance safety and provide significant improvements to <br /> traffic flows along Riverside Avenue. <br /> The water pipeline work will generally entail the construction of approximately 960 linear feet of 30-inch <br /> CML&C steel pipe, 150 linear feet of 12-inch ductile iron pipe, 1,350 linear feet of 8-inch ductile iron pipe, <br /> fifteen water services, four fire hydrants and all other related fittings and appurtenances. <br /> The City Council is scheduled to consider awarding a construction contract to the lowest responsive <br /> bidder during their regular meeting on November 19, 2013. <br /> The two bids received, and the respective water item subtotals, are summarized in the table below: <br /> CONTRACTOR CITY LOCATION BID TOTAL <br /> (WATER SUBCONTRACTOR) (WATER SUBCONTRACTOR) (WATER BID TOTAL) <br /> Riverside Construction Company Upland, CA $16,242,505.50 <br /> 1. <br /> (Irvine Pipeline Company, Inc.)
