RPU-7201 <br /> ISSUE: <br /> The item for the Board of Public Utilities consideration is approval of a contract award for the construction <br /> of the Mount Vernon Avenue Water Utility Relocation Project, Bid No. RPU-7201, <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the capital expenditure of $121,277 for Work Order No. 1319972, which includes all <br /> design, construction, change order contingencies, system connections, construction <br /> management, inspection and geotechnical testing for the Mount Vernon Avenue Water Utility <br /> Relocation Project, Bid No. RPU-7201; <br /> 2. Determine that the bid submitted by VCI Construction, Inc. of Upland, California, in the amount of <br /> $53,440, is non-responsive; and <br /> 3. Award a contract for the construction of the Mount Vernon Avenue Water Utility Relocation <br /> Project, Bid No. RPU-7201 to the lowest responsive bidder, Hemet Manufacturing Company, Inc. <br /> dba Genesis Construction, of Hemet, California, in the amount of$56,777. <br /> BACKGROUND: <br /> In 2002, the Riverside County Transportation Commission (RCTC) initiated a project for the extension of <br /> the existing Metrolink Rail Line from the Downtown Riverside Station to the City of Perris. This new <br /> segment of track, known as the Perris Valley Line Project (PVL), includes a 24-mile extension of the <br /> existing Metrolink line beginning in the City of Riverside, initially heading north, and then turning south <br /> along the 215 Freeway, and terminating within the City of Perris. <br /> Where the new Metrolink line will cross Mount Vernon Avenue (Attachment 1), RPU's existing water <br /> facilities are in conflict with the proposed improvements. RCTC has superior property rights at this <br /> location. Therefore, the cost to relocate the water facilities here will be borne entirely by RPU. <br /> The work will generally include the construction of approximately 30 linear feet of 22-inch welded steel <br /> split casing pipe around the existing 12-inch cast iron pipeline, abandonment of about 200 linear feet of <br /> the existing 6-inch pipeline, construction of one new pipeline bypass connection, along with all <br /> associated fittings, appurtenances and pavement patching. <br /> Bids were opened on October 24, 2013. The lowest bid, submitted by VCI Construction, Inc., was <br /> deemed non-responsive, since a valid proposal guarantee and other required documents were omitted <br /> from the bid submission. Consequently, the lowest responsive bid was submitted by Hemet <br /> Manufacturing Company, Inc. dba Genesis Construction (Genesis). Staff has reviewed all provided <br /> documentation and has determined that Genesis has met all of the requirements of the specifications. <br />
