RPU-7187 <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of a contract award for the construction of <br /> the Riverside Canal Slide Gate Replacement Project at La Cadena Drive, Bid No. RPU-7187. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the estimated capital expenditure of $71,000 for Work Order No. 1401632 and $71,000 <br /> for Work Order No. 1406287, which includes all design, construction, change order <br /> contingencies, construction management, and inspection for the Riverside Canal Slide Gate <br /> Replacement Project at La Cadena Drive, Bid No. RPU-7187; <br /> 2. Determine that the bid submitted by C.P. Construction Co., Inc., of Ontario, California, in the <br /> amount of$99,145, is non-responsive; and <br /> 3. Award a contract for the construction of the Riverside Canal Slide Gate Replacement Project at <br /> La Cadena Drive, Bid No. RPU-7187 to the lowest responsive bidder, Cora Constructors, Inc., of <br /> Palm Desert, California, in the amount of$114,740. <br /> BACKGROUND: <br /> The Riverside Canal Slide Gate Replacement Project at La Cadena Drive, Bid No. RPU-7187 is <br /> generally located on within the Right-of-Way of East La Cadena Drive at the Riverside Canal location <br /> within the City of Riverside (Attachment 1). The project involves the replacement of slide gates at the <br /> Riverside Canal at La Cadena Drive; grading adjustments for the two vaults at the existing La Cadena <br /> Pressure Reducing Station (PRS); and installation of approximately 35 linear feet of concrete retaining <br /> wall with a cable railing. <br /> The existing Riverside Canal slide gates to be replaced at this PRS site are aged, rusted and inoperable. <br /> These facilities have reached the upper limit of their useful service life. Replacing the slide gates will <br /> allow staff to regulate flows in the canal for proper diversion of storm water runoff from the Canal to an <br /> adjacent storm drain facility. Raising the elevation of the existing vaults along would stop sediment and <br /> water from filling up the structures significantly reducing maintenance work to clean the PRS vaults. <br /> The apparent low bid submitted by C.P. Construction Co., Inc. exceeded the 5% limit on mobilization <br /> costs as specified in the bid document. The bid document required that the mobilization and <br /> demobilization costs do not exceed 5% of the total bid lump sum price. C.P. Construction Co., Inc. did <br /> not meet this criterion. Therefore, the bid submitted by C.P. Construction Co., Inc. was non-responsive. <br /> Consequently, the lowest responsive bid was submitted by Cora Constructors, Inc. Staff has reviewed <br /> all provided documentation and has determined that Cora Constructors, Inc. has met all of the <br /> requirements of the specifications. For reference purposes, the five bids received are summarized in the <br /> table below: <br />
