W A T E R E N E R G Y L P F
AW& RIVERSIDE PUBLIC UTILITIES
Board Memorandum
PUBLIC UTILITIES
BOARD OF PUBLIC UTILITIES DATE: November 1, 2013
ITEM NO: 10
SUBJECT: MAGNOLIA PLAZA RELIABILITY PROJECT AWARD OF SWITCHGEAR ORDER—
WORK ORDER NO. 1227700
ISSUE:
The item for Board of Public Utilities consideration is approval to purchase a switchgear and associated
equipment as part of the Magnolia Plaza Reliability Project.
RECOMMENDATION:
That the Board of Public Utilities approve a purchase order in the amount of$974,280.14 to Myers Power
Products, Inc., of Ontario, California, for a switchgear and associated equipment as part of the Magnolia
Plaza Reliability Project.
BACKGROUND:
Riverside Public Utilities (RPU) has kept up with growth and capacity needs in the City of Riverside's
central neighborhoods by adding substations, completing voltage conversion projects, and improving the
transmission and distribution systems. In order to keep pace with growth and maintain reliability, the
Magnolia Plaza Reliability Project (MPRP) was initiated and is scheduled for completion in December
2015. MPRP includes the improvement of Plaza Substation, improvements to the transmission and
distribution system, and the retirement of Magnolia Substation.
Staff solicited proposals for this highly specialized switchgear for Plaza Substation. The purchase of this
equipment is covered under Section 602 of the Purchasing Resolution No. 22576 which provides for the
acquisition of specific specialized items by Open Market Procurement in lieu of the formal bidding
process. The Purchasing Services Manager determined Open Market Procurement for this switchgear to
be in the best interest of the City. Under Open Market Procurement, staff obtained quotations for this
specific equipment from specialized vendors.
Staff reviewed proposals from three manufacturers. Proposals containing exceptions to the specification
terms and conditions were considered non-responsive and disqualified. Myers Power Products, Inc. of
Ontario, California offered the lowest responsible and responsive proposal.
Proposal details:
Vendor: Proposal Amount Rank
1. Myers Power Products, Ontario, CA $974,280.14 1
2. AZZ Central Electric, Fulton, MO $964,529.64 Non-responsive
3. Eaton OPC, Omaha, NE $1,084,624.56 1 Non-responsive
Engineer's Estimate $990,964.00
