L3 RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: October 18, 2013 <br /> ITEM NO: 9 <br /> SUBJECT: WOOD STREETS STREET LIGHT PROJECT PHASE ONE — WORK ORDER NOS. <br /> 0809101 AND 0809099 <br /> ISSUES: <br /> The issues for Board of Public Utilities consideration are: 1) approval of the estimated capital expenditure <br /> of $1,909,600 for Work Order Nos. 0809101 and 0809099; and 2) award of a contract to the lowest <br /> responsive bidder for the installation of a new street light system in the Wood Streets area. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the estimated capital expenditure of $1,909,600 for Work Order Nos. 0809101 and <br /> 0809099; and <br /> 2. Approve the award of a contract for the construction of the Wood Streets Street Light Project <br /> Phase 1 to Pro Tech Engineering Corporation, of Corona Del Mar, California in the amount of <br /> $1,450,000. <br /> BACKGROUND: <br /> There are approximately 1,315 historic concrete streetlights located in the Downtown, Wood Streets and <br /> East Side areas of the City of Riverside. This existing streetlight system is over 90 years old requiring <br /> frequent maintenance. <br /> In 2008, Riverside Public Utilities (RPU) began working with various street light manufacturers to create <br /> a replica of the original historic concrete standard with an acorn style luminaire. In October 2011, a <br /> replica concrete standard with luminaire became available for consideration. This replica was similar to <br /> the original and featured improved light emitting diode (LED) lamps offering greater energy efficiency, <br /> and longer life. <br /> In 2012, RPU began a campaign to inform the residents and organizations of the Wood Streets such as <br /> The Grand Neighborhood Alliance, Historical Wood Street Association and Neighbors of the Wood <br /> Streets (NOW) about this potential replacement project. With support from neighborhood groups and <br /> residents, the Cultural Heritage Board approved the replacement of the existing deteriorating concrete <br /> standards with the replica standards and luminaires. <br /> This project includes the installation of 205 new concrete street light standards, conduit and cable, and <br /> new acorn luminaries. The upgraded system will dramatically improve system reliability. <br /> The first phase of the replacement project will include the Wood Streets, south of Magnolia Avenue to <br /> Olivewood Avenue between Ramona Drive and Jurupa Avenue (Attachment 1). RPU will be partnering <br /> with the Riverside Metropolitan Museum to display a sample of these historic facilities after their removal <br /> from service. <br />
