W A T E R E N E R G Y 1 1 i- E <br /> awd RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: October 18, 2013 <br /> ITEM NO: 4 <br /> SUBJECT: EMERGENCY WORK ORDER NO. 1326057 - PRIMARY CONDUIT AND PAD <br /> MOUNTED JUNCTION CABINET INSTALLATION ON LA SIERRA AVENUE <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval for Emergency Work Order No. 1326057 <br /> in accordance with Article XII, Section 1202(2) (b) of the City of Riverside Charter. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the estimated capital expenditure of$71,779.99 for Emergency <br /> Work Order No. 1326057 in accordance with Article XII, Section 1202(2) (b) for the City of Riverside <br /> Charter. <br /> BACKGROUND: <br /> On Monday May 13, 2013, a section of 12 kV cable faulted on La Sierra Avenue northerly of Collett <br /> Avenue (Attachment 1). In order to facilitate restoration and repairs, crews had to do significant <br /> switching and installed additional runs of primary cables from other structures in order to temporarily <br /> restore service to existing customers. Most of this work had to be performed at night to minimize the <br /> impact on commercial customers- A design was prepared to have a solution to restore the system to its <br /> permanent configuration. <br /> Contract crews from a member of the Contractors' Panel for Energy Delivery Work were immediately <br /> directed to install 20 feet of trenching, 100 feet of conduit, and a pad mounted junction cabinet to restore <br /> the electrical system to its normal operating condition. The primary conduit and pad mounted junction <br /> cabinet were installed near existing manhole M-1137 to replace the inoperable existing junctions in M- <br /> 1137 near 4301 La Sierra Avenue. The work started on May 16, 2013, and was completed on May 21; <br /> 2013. City crews installed replacement cable runs to new structure with multiple crews on May 22, 2013. <br /> Article XII Department of Public Utilities of the Riverside City Charter, Section 1202(2) (b) allows work to <br /> be done under emergency circumstances, and thereafter be presented to the Board of Public Utilities for <br /> approval as soon as practicable. Charges continued to be applied to this work order until mid-July, at <br /> which time it was apparent that the combination of contractor charges and internal charges would require <br /> Board approval. <br /> FISCAL IMPACT: <br /> The total capital expenditure for Work Order No. 1326057 is $71,779.99.
