RPU -7169 <br />ISSUE: <br />The item for the Board of Public Utilities consideration is approval of a contract award for the construction <br />of the Riverside County Magnolia Avenue Grade Separation Water Transmission Pipeline Relocation <br />Project, Bid No. RPU -7169. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Approve the capital expenditures of $1,417,994 and $172,000 for Work Order Nos. 1218462 <br />and 1323318, respectively, which include all design, construction, change order contingencies, <br />system connections, construction management, inspection and geotechnical testing for the <br />Riverside County Magnolia Avenue Grade Separation Water Transmission Pipeline Relocation <br />Project, Bid No. RPU -7169; <br />2. Determine that the bid submitted by Pro -Craft Construction, Inc., of Redlands, California, in the <br />amount of $1,062,400, is non - responsive; <br />3. Award a contract for the construction of the Riverside County Magnolia Avenue Grade <br />Separation Water Transmission Pipeline Relocation Project, Bid No. RPU -7169 to the lowest <br />responsive bidder, Hemet Manufacturing Company. Inc. dba Genesis Construction, of Hemet, <br />California, in the amount of $1,084,777; and <br />4. Authorize the issuance of change orders to the purchase order of up to 15% of the bid amount <br />for Bid No. RPU -7169. <br />BACKGROUND: <br />The County of Riverside Transportation & Land Management Agency (RCTLMA) will be constructing a <br />railroad grade separation project along Magnolia Avenue between Buchanan Street and Lincoln Street <br />(Attachment 1). This project will generally involve construction of a new highway bridge to elevate the <br />roadway above the existing Burlington Northern and Santa Fe (BNSF) railroad tracks. The project <br />requires that conflicting utilities within the existing roadway be relocated, including the existing water <br />pipeline facilities. Construction of the grade separation project is scheduled to begin in spring of 2014- <br />The water pipeline facilities need to be relocated in advance of that date to clear the way for the grade <br />separation project. <br />
