W A T E N E N E <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: October 4, 2013 <br />ITEM NO: 7 <br />SUBJECT: BID NO. 7166 - AWARD OF CONTRACT FOR CONSTRUCTION OF <br />SUBTRANSMISSION PROJECT PHASE IV — CONSTRUCTION OF 2.3 MILES OF <br />TWIN CIRCUIT 69 KV TRANSMISSION LINES IN THE VICINITY OF UCR AND <br />RECONFIGURING 3 SPANS OF TWIN CIRCUIT 69 KV TRANSMISSION LINES ON <br />RUSTIN AVENUE — WORK ORDER NO. 1111059 <br />ISSUE: <br />The item for Board of Public Utilities consideration is approval to award a contract for the <br />Subtransmission Project (STP) Phase IV, Bid No. 7166. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Approve the award of a contract for the construction of STP Phase IV, Bid No. 7166, to Dahl, <br />Taylor & Associates Constructors Incorporated, of Santa Ana, California in the amount of <br />$2,576,101.60; and <br />2. Authorize staff to issue change orders in an amount up to 15% of the original contract amount <br />of $2,576,101.60 or $386,415.24 due to the complexity of the work and coordination issues <br />related to reconfiguring the transmission lines at multiple substations including SCE's Vista <br />Substation. <br />BACKGROUND: <br />The City's peak electrical demand has increased by 40% since the last major improvement to the 69 kV <br />electrical subtransmission network in 1996. The network provides a means of conveying power between <br />substations and it has kept up with the demand; however, it has been subject to severe overloads during <br />peak demand periods that could cause loss of power to large areas of the City. The proposed Riverside <br />Transmission Reliably Project (RTRP) and the Subtransmission Project (STP) will resolve the overall <br />reliability concerns. In the long term, the RTRP will provide a second interconnection with Southern <br />California Edison and will bolster the network in the western part of the system. In the near term, the <br />STP will resolve the critical infrastructure and capacity deficiencies in the eastern part of the system. <br />On September 22, 2009, the City Council adopted the STP Mitigated Negative Declaration and Mitigation <br />Monitoring and Reporting Plan and it approved the STP. On November 6, 2009, the Board of Public <br />Utilities approved a total of $24,000,000 for the project which included all estimated costs for completion <br />of the STP including project management, transmission and substation design, procurement and <br />construction, right of way acquisitions, construction management, contingencies, inspection and interest. <br />Coordinating construction of the STP with other utilities, agencies, projects and easement acquisitions <br />made it necessary to construct the STP in phases. The initial work reconfigured the 69 kV transmission <br />lines in the vicinity of Hunter Substation on Chicago Avenue south of Columbia Avenue; constructed a <br />double circuit 69 kV transmission line from Commerce Street at Tenth Street to Chicago Avenue at <br />Twelfth Street; relocated and reconfigured the 69 kV transmission lines in the vicinity of Riverside <br />Substation along Vine Street between Ninth and Eleventh Streets; constructed a double circuit 69 kV <br />transmission line from Riverside Substation, east along Ninth Street and south along Commerce Street <br />
