W A T E R E N E R G Y L F F <br /> 3W& RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: October 4, 2013 <br /> ITEM NO: 4 <br /> SUBJECT: PURCHASE OF NEW WATER UTILITY SERVICE VEHICLE IN ACCORDANCE WITH <br /> PURCHASING RESOLUTION 22576, SECTION 201 (G) <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of the purchase of one replacement Water <br /> Utility valve turning truck for the Water Field Division operations unit in accordance with Purchasing <br /> Resolution 22576, Section 201 (g). <br /> RECOMMENDATION: <br /> That the Board of Public Utilities authorize the expenditure of $166,248 to purchase one replacement <br /> Water Utility valve turning truck for the Water Field Division in accordance with Purchasing Resolution <br /> 22576, Section 201 (g). <br /> BACKGROUND: <br /> Water Field valve turning truck E-328 was purchased in 2002 and has been a primary support vehicle <br /> used by Water Field valve crews. After 11 years of daily service, this vehicle has reached the end of its <br /> service life, resulting in increasingly frequent breakdowns and higher than normal maintenance and <br /> repair costs. This vehicle is also powered by diesel fuel which requires the California Air Resources <br /> Board (CARB) emissions equipment to be "burned" off multiple times per day. This process renders the <br /> vehicle inoperative for an hour during the burn period. Valve turning trucks are critical response vehicles <br /> during emergency situations. This vehicle needs to be replaced. <br /> Purchasing Resolution 22576, Section 201 (g), states that when goods or services can be procured from <br /> a contractor who offers the same or better price, terms and conditions as the contractor previously <br /> offered as the lowest responsible bidder under competitive procurement or negotiations conducted by the <br /> City or another public agency, provided that, in the opinion of the Manager, it is in the best interests of <br /> the City to do so. Fritts Ford has agreed to maintain the same price, terms and conditions for the valve <br /> turning truck as was previously purchased through a competitive bid; Bid No. 7112 which the RPU Board <br /> awarded on March 1, 2013. <br /> FISCAL IMPACT: <br /> The total expenditure for this piece of equipment is $166,248. Sufficient funds are available in the Water <br /> Automotive Equipment Fund, Account No. 6205000-462100. <br /> Prepared by: Todd L.
