W A T E R E k <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: September 20, 2013 <br /> ITEM NO: 9 <br /> SUBJECT: PUBLIC UTILITIES ELECTRIC ANNUAL RESOURCE ADEQUACY PLAN FOR <br /> 2014 <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of the Annual Resource Adequacy Plan <br /> ("Annual RA Plan") for calendar year 2014 ("Plan"), as required by the Resource Adequacy Program <br /> ("RA Program"). <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the Annual Resource Adequacy Plan for 2014 and direct staff <br /> to file the document with the California Independent System Operator ("CAISO") in compliance with <br /> CAISO tariff requirements. <br /> BACKGROUND: <br /> "Resource Adequacy" refers to a utility's procurement of adequate power supply resources (i.e., capacity <br /> and energy) to serve its projected electric requirements, plus an additional amount to be held in reserve <br /> in case of unforeseen circumstances (e.g., unplanned transmission or generation outages). <br /> The City of Riverside first established its RA Program on May 23, 2006, through Resolution No. 21170 in <br /> response to California Independent System Operator Corporations ("CAISO") Tariff requirements <br /> regarding RA Programs. On June 5, 2012, the City Council approved a revised RA Program which <br /> updated the program to reflect current grid operational conditions, deleted obsolete provisions, and <br /> ensured implementation efficiency while enhancing reliability. <br /> On November 13, 2012, the City Council approved RPU's Annual RA Plan for 2013, and delegated the <br /> authority to approve future annual RA plans to the Board of Public Utilities to the extent the plan was <br /> compliant with the City Council approved RA Program. <br /> The 2014 Annual RA Plan attached herein fully complies with the City Council's approved RA Program <br /> and assures capacity resources are adequate to serve the electrical requirements of the City's customers <br /> in 2014. <br /> Upon the approval by the Board, staff will file the Annual RA Plan with the CAISO in accordance with the <br /> CAISO tariff requirements. <br />
