RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: September 20, 2013 <br /> ITEM NO: 7 <br /> SUBJECT: CONSTRUCTION OF THE MULBERRY BOOSTER PUMP STATION <br /> REHABILITATION PROJECT, BID NO. 7125 — INCREASE WORK ORDER NO. <br /> 1304150 <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of the additional capital expenditure in the <br /> amount of$50,000 for Work Order No. 1304150 to account for work in completing system connections. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve additional funds of $50,000 for Work Order No. 1304150 for <br /> system connections. <br /> BACKGROUND: <br /> The Mulberry Booster Station (Mulberry) was constructed in 1924 to supply water to the Chicago 1100 <br /> Pressure Zone, which serves both the Eastside and the Hunter Industrial Park neighborhoods. Over the <br /> years, Mulberry has undergone numerous improvements, including at least nine pipelines modifications. <br /> Due to its age, inefficiency and inability to meet current demands, Mulberry was slated for rehabilitation <br /> and a major upgrade. On April 19, 2013, the Board of Riverside Public Utilities approved a capital <br /> expenditure of $542,500 for Work Order No. 1304150, which included a budget of $35,000 for station <br /> isolation and system connection work to be performed by City Forces. <br /> Mulberry is located adjacent to Applebee's Restaurant (Applebee's) in Downtown Riverside and shares <br /> the parking lot. In order to minimize disruption to Applebee's, City forces only work in the parking lot <br /> during the early morning hours. When City Forces began to install valves to isolate Mulberry, they <br /> encountered an electrical line that was closer to the water pipeline than expected. This conflict required <br /> that a new location be found to install the valve. With a limited window in which to work, City forces <br /> needed multiple work days to complete the installation of the valves and exhausted their budget before <br /> all their work was complete. <br /> As for the remaining work, excavations by the contractor have shown that it will require a substantial <br /> effort due to constricted space, horizontal and vertical alignment conflicts, deeper excavations and <br /> specialized fittings. The additional cost for work to be completed by City forces is estimated to be <br /> $50,000. <br />
