W A I E R E N E R G Y L I F E RIVERSIDE PUBLIC UTILITIES PUBLIC UTILITIES Board Memorandum BOARD OF PUBLIC UTILITIES DATE: September 6, 2013 ITEM NO: 10 SUBJECT: REVIEW OF CITY OF RIVERSIDE CODE OF ETHICS ISSUE: The item before the Board of Public Utilities is to review the City's Code of Ethics to determine if there are any recommendations to be submitted to the City Council for consideration. RECOMMENDATION: That the Board of Public Utilities review the City's Code of Ethics to determine if there are any recommendations to be submitted to the City Council for consideration. BACKGROUND: On November 2, 2004, the voters of the City of Riverside approved Measure DD adding Section 202 to the Riverside City Charter and requiring the adoption of a Code of Ethics and Conduct for elected officials and for members of appointed boards and commissions within six months of the effective date of the Charter. On July 12, 2005, the City Council adopted Resolution No. 20986 in compliance with Charter Section 202. The Code of Ethics and conduct has been amended on several occasions and the current Code of Ethics is set forth in Resolution No. 22461 which was adopted by the City Council on October 11, 2012 (Attachment 1). The Code provides the following: In September of each year, the Mayor, the City Manager, the City Attorney and the chairs of all Boards and Commissions shall meet with the Governmental Affairs Committee of the City Council to assess the effectiveness of this code and its application. They shall present a report to the City Council which may include recommendations for the inclusion of new values or procedures. Prior to the annual Governmental Affairs Committee meeting, every Board and Commission is encouraged to agendize and discuss the Code and submit any recommendations for the Committee's consideration. In accord with the Code, the Board of Public Utilities has agendized the Code for discussion to determine if there are any recommendations to be submitted to the City Council for consideration.
