W A I E R E N E R G Y L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> PUBLIC UTILITIES <br /> Board Memorandum <br /> BOARD OF PUBLIC UTILITIES DATE: September 6, 2013 <br /> ITEM NO: 10 <br /> SUBJECT: REVIEW OF CITY OF RIVERSIDE CODE OF ETHICS <br /> ISSUE: <br /> The item before the Board of Public Utilities is to review the City's Code of Ethics to determine if there <br /> are any recommendations to be submitted to the City Council for consideration. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities review the City's Code of Ethics to determine if there are any <br /> recommendations to be submitted to the City Council for consideration. <br /> BACKGROUND: <br /> On November 2, 2004, the voters of the City of Riverside approved Measure DD adding Section 202 to <br /> the Riverside City Charter and requiring the adoption of a Code of Ethics and Conduct for elected <br /> officials and for members of appointed boards and commissions within six months of the effective date of <br /> the Charter. On July 12, 2005, the City Council adopted Resolution No. 20986 in compliance with <br /> Charter Section 202. The Code of Ethics and conduct has been amended on several occasions and the <br /> current Code of Ethics is set forth in Resolution No. 22461 which was adopted by the City Council on <br /> October 11, 2012 (Attachment 1). <br /> The Code provides the following: <br /> In September of each year, the Mayor, the City Manager, the City Attorney and the chairs of all <br /> Boards and Commissions shall meet with the Governmental Affairs Committee of the City Council <br /> to assess the effectiveness of this code and its application. They shall present a report to the City <br /> Council which may include recommendations for the inclusion of new values or procedures. Prior <br /> to the annual Governmental Affairs Committee meeting, every Board and Commission is <br /> encouraged to agendize and discuss the Code and submit any recommendations for the <br /> Committee's consideration. <br /> In accord with the Code, the Board of Public Utilities has agendized the Code for discussion to determine <br /> if there are any recommendations to be submitted to the City Council for consideration. <br /> FISCAL IMPACT: <br /> There is no fiscal impact associated with this report. <br /> Prepared by: Justin Scott-Coe, Chair- Board of Public Utilities <br /> Approved by: Stephen H.
