W A T E R E N E R G Y ' L F F E <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES <br />SUBJECT: FIRST AMENDMENT TO <br />AGREEMENT BETWEEN <br />SOFTWARE SOLUTIONS <br />REPLACEMENT PROJECT <br />ISSUE: <br />DATE: September 6, 2013 <br />ITEM NO: 6 <br />THE PROFESSIONAL CONSULTANT SERVICES <br />THE CITY OF RIVERSIDE AND MILESTONE <br />INC. - CUSTOMER INFORMATION SYSTEM <br />The item for Board of Public Utilities consideration is approval of the First Amendment to the Professional <br />Consultant Services Agreement with Milestone Software Solutions Inc. for on demand support services <br />during implementation of the new Customer Information System (CIS). <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the First Amendment to the Professional Consultant Services <br />Agreement with Milestone Software Solutions Inc. in an amount not -to- exceed $150,000. <br />BACKGROUND: <br />The current CIS system, Banner, was implemented in 1999. Banner is a complex system that provides <br />billing capabilities and information for Electric, Water, Refuse and Sewer services. The Banner CIS <br />system provides customer and billing information necessary to support over 400,000 annual customer <br />service contacts, 180,000 work orders; and generates over $400 million in billings annually. <br />Beginning in July 2012, Riverside Public Utilities (RPU) began the task of replacing the Banner CIS <br />system with the EnQuesta CIS platform ( "Enquesta "). An internal implementation team has been formed <br />and the project is well underway. A key component of this replacement project is the evaluation and <br />clean -up of the existing Banner CIS data in preparation for conversion. A significant amount of analysis <br />and clean -up has already occurred; however, an in -depth analysis of the Banner database is needed to <br />ensure a clean conversion that is transparent to RPU customers. <br />The Banner CIS system was written in older and less supported computer language. Milestone Software <br />Solutions Inc. has staff familiar with the Banner CIS application and specifically with Riverside's <br />conversion to Banner in 1999. In July 2013, a Professional Consultant Services Agreement between the <br />City and Milestone Software Solutions Inc. was executed for an amount not -to- exceed $49,500 to <br />provide conversion support, data mapping and data cleanup on an as needed basis. <br />Because of Milestone's historical knowledge of the Banner application and the outstanding services <br />rendered to date, staff is requesting to enter into a First Amendment with Milestone Software Solutions <br />Inc. for additional services, including legacy conversion and clean up support, which are needed for the <br />implementation of the new system. Internal staff does not have the expertise to perform this work and <br />this assistance will accelerate the cleanup of the Banner database information and enhance the quality <br />of the conversion to EnQuesta. <br />
