W A T E R E N E R G Y l I F E. <br /> RIVERSIDE PUBLIC UTILITIES <br /> WI& Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: September 6, 2013 <br /> ITEM NO: 5 <br /> SUBJECT: REJECTION OF BIDS FOR THE LINDEN RESERVOIR ROOF REPLACEMENT <br /> PROJECT, BID NO. 7123 <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval to reject all bids for the Linden Reservoir <br /> Roof Replacement Project, Bid No. 7123. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities reject all bids for the Linden Reservoir Roof Replacement Project, Bid <br /> No. 7123, as non-responsive. <br /> BACKGROUND: <br /> The Riverside Public Utilities Department (RPU) owns and operates an existing 16 million gallon (MG) <br /> water storage facility known as Linden Reservoir (Linden) located adjacent to the recently rebuilt Evans <br /> Reservoir. These reservoirs are operated together and are a major source of water supply for the City. <br /> The Linden-Evans reservoir complex is located at the southeast corner of Linden Street and Cranford <br /> Avenue (Attachment 1). <br /> Linden was originally constructed in 1927 and is made of an earth embankment lined with concrete. It <br /> has undergone several rehabilitations over the years, including an overhaul of the concrete lining in the <br /> early 1980s. In 2009, AECOM conducted a condition assessment of Linden's roof. Their report <br /> recommended that the roof, built in the 1950s, be rebuilt or replaced with a roof meeting current seismic <br /> codes. <br /> On May 4, 2012, the Board of Public Utilities approved a Professional Services Agreement with URS <br /> Corporation dba URS Corporation Americas (URS Corporation) in a not-to-exceed amount of $765,000 <br /> for engineering design and construction management services for the Linden Reservoir Roof <br /> Replacement Project. URS completed its work and construction bids were solicited. <br /> The roof replacement work would generally entail demolition of the Linden's existing steel roof and <br /> reinforced concrete support columns and replacing them with a corrosion resistant aluminum roof system <br /> supported by stainless steel columns and new concrete footings. Linden's existing concrete perimeter <br /> wall will also be strengthened to meet current seismic requirements. The work will also include <br /> miscellaneous electrical, architectural and landscaping enhancements. <br /> The construction project was bid on June 13, 2013 with responses due on July 16, 2013. Two bids were <br /> received. Both bids were determined to be non-responsive. Under the terms of the bid request, the <br /> contractors were required to self-perform at least 50% of the work, irrespective of specialty items. The <br /> lowest bid was submitted by Spiess Construction Co., Inc; however, they did not meet the self- <br /> performance requirements. The bid by Toby B. Hayward, Inc. failed to list their subcontractors as <br /> required by the project specifications, and Toby B. Hayward subsequently indicated that they had failed <br /> to list their subcontractors.. Thus, neither bid was responsive. <br /> Staff intends to re-advertise the project as soon as practical and will return to the Board of Public Utilities <br /> for contract award. <br />
