W A T E R E N E R G Y <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: August 2, 2013 <br /> ITEM NO: 10 <br /> SUBJECT: APPROVE AGREEMENT WITH UTILIQUEST LLC FOR UNDERGROUND <br /> LOCATING SERVICES <br /> ISSUE: <br /> The item for Board of Public Utilities consideration is approval of a Profession Consultant Service <br /> Agreement with Utiliquest L.L.C. for Underground Locating Services. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the expenditure of$150,376 for underground locating services to Utiliquest L.L.C.; and <br /> 2. Recommend that the City Council approve the Professional Consultant Services Agreement <br /> with Utiliquest L.L.C. for underground locating services. <br /> BACKGROUND: <br /> Underground locating is a vital function of Riverside Public Utilities (RPU) to maintain safety and <br /> reliability of the water and electric systems and is required by Government Code Section 4216. Parties <br /> planning to excavate are required by law to notify the California One Call 811 system, which in turn <br /> informs potentially affected utilities. Each utility must respond by physically marking the location of their <br /> facilities in the field. Utiliquest L.L.C. has been competently providing this service for RPU since 2001. <br /> To ensure the best possible services and the best possible price, the City issued a formal Request for <br /> Proposals for these services in April 2013. <br /> In May 2013, the proposal evaluation team, consisting of staff from RPU and the Public Works and <br /> Finance Departments, selected Utiliquest L.L.C. as the successful proposer based on their industry <br /> experience, lowest cost and excellent past performance. The team negotiated a favorable agreement <br /> with Utiliquest L.L.C. to perform underground locating services for Electric, Water, Sewer Force Main and <br /> an option for Traffic Signals. RPU's portion of the cost of underground locating services is calculated to <br /> be $150,376, with the remainder of the contract amount to be funded by the Public Works Department. <br /> The term of the Agreement is from July 1, 2013 through June 30, 2016, unless terminated earlier. The <br /> term may be extended by mutual consent of the parties for an additional two-year period. <br /> FISCAL IMPACT: <br /> The total contract is a not-to-exceed amount of$613,397. Sufficient funds in the amount of$150,376 are <br /> available in the Professional Services Account Nos. 6105000-421000 and 6205000-421000 for Electric <br /> and Water. The remaining funds are provided through the Public Works Department budget for costs <br /> associated with Force Sewer Main and Traffic Signals. <br /> Future costs will be included as part of the annual budget process. <br />
